| Since the reform and opening up,along with the development of the socialist market economy and the transformation of government functions,people’s demand for social services has been increasing.The government urgently needs to innovate the social governance system and absorb social forces to participate in social governance and public services.The existence of social organizations has become an alternative response mechanism to meet human service needs and make up for government and market failures.The report of the Nineteenth National Congress of the Communist Party of China included social organizations into the overall layout of the "five in one" socialist cause with Chinese characteristics.Social organizations have become an important force for comprehensive participation in social construction in the new era.Today,social organizations,as representatives of social forces,together with the government and the market constitute the three most important aspects of modern social governance.The target model of "small government,big society" and the development method of government-social cooperation and co-governance provide social organizations with a certain development space and opportunities.The government’s purchase of services from social organizations has become an important channel and effective way for government innovation services.The cooperation between social organizations and the government is gradually strengthening.The establishment of the trust relationship between the two parties is an inevitable requirement for solving the "government failure" and "market failure",and is also an inevitable requirement for innovating social governance and building a harmonious society.Historically,China’s social governance system has been dominated by the government and coordinated by social organizations.Social organizations are deeply influenced by the government.The development of social organizations in our country is not yet mature,the level of specialization needs to be improved,and the social credibility needs to be improved urgently.In addition,the difference in the work objectives,ideas and methods of the government and social organizations leads to the government’s low trust in social organizations,and the political and social cooperation still exists Certain difficulties and challenges,the establishment of a trust relationship between the two sides also requires a long-term development process.This paper takes X organization as a case study object and relies on social capital theory to study the three transition processes and strategies of dependence,contract and equal cooperation of grassroots NGO and government trust relationship.The study found that the core concepts of culture,network,reciprocity,and resources in social capital theory can provide research ideas and perspectives for the formation of political and social trust relationships.In the initial dependence trust relationship,social organizations established an organizational philosophy and culture that fits themselves and is compatible with the government ’s development ideas,to obtain government attention and recognition,that is,to generate cultural identity;as the political and social understanding and cooperation deepen Strengthen,enter into a government-led contractual trust relationship,and the strategy of social organizations to obtain support and seek cooperation shifts from an abstract level of "cultural identity" to a specific level of "resource exchange";when the main body of social governance moves from single to multiple,social organizations By building a service network and exploring mutually beneficial cooperation mechanisms with the government,the two sides are encouraged to enter the stage of equal cooperation,and the trust relationship between government and society is effectively maintained and developed.Finally,the author combines theory and reality,and puts forward discussions and reflections on research theories and methods.It is hoped that the research on case X organization will provide a certain experience for the establishment and maintenance of the current trust relationship between social organizations and the government,and the effective development of cooperation between the two parties. |
