Research On Flexible Law Enforcement Of Urban Management Bureau In L City

For a long time,urban management has been criticized for its violent law enforcement.In the modern media,the negative news of urban management violence is various.In the face of vulnerable target groups,once any improper measures appear in the process of law enforcement and management,they will be infinitely enlarged and widely spread with the help of developed media,which will ignite the overwhelming opposition of urban management on the network.With the steady progress of urbanization,the steady expansion of urban areas and the growth of urban population,the importance and necessity of urban management departments have become increasingly prominent with the development of urbanization.Facing the steady urbanization wave and the endless urbanization problems,the urban management departments should actively seek changes to meet the development needs of the new era while performing their own functions.While affirming the necessity of administrative law enforcement of urban management in the process of urbanization in China,we should also reflect on the common negative problems such as conflicts and violent law enforcement in the process of urban management and law enforcement,and find out the causes and solutions to the problems.In the face of complex urban management problems,insufficient law enforcement effectiveness,single law enforcement means,frequent violence and other issues,the urban management department of L City,through active exploration,breaks through the traditional thinking pattern in law enforcement methods,actively explores the road of reform,changes the law enforcement method of deduction instead of punishment and frequent conflicts,and completes the collection and delivery of illegal evidence through strict and standardized legal procedures Decision making and enforcement according to law.In terms of concept,it is not a change in law enforcement.Flexible law enforcement has the advantages of flexible means,practical and efficient,which can improve the efficiency of law enforcement and reduce the cost of law enforcement.Since the implementation of flexible law enforcement by urban management department of L City,the conflict of law enforcement has been significantly reduced,the management effect has been significantly strengthened,and the urban appearance has been significantly improved.The implementation of the concept of flexible law enforcement,direct access to many traditional methods can not reach the area.Flexible law enforcement inevitably has some deficiencies,such as the complexity of the case handling procedures,the grass-roots implementation is not in place,minor illegal acts are not applicable,and the management of law enforcement is more important than the livelihood services.In this paper,through interviewing the front-line law enforcement personnel of Urban Management Bureau of L City and analyzing the law enforcement cases of urban management in L City,the advantages and disadvantages of flexible law enforcement practice in L City are explored in an all-round way,with the main purpose of reducing contradictions and conflicts in urban management administrative law enforcement activities,the causes are analyzed by exploring the problems in the process of flexible law enforcement in L City,and the system procedures and relevant laws and regulations are analyzed In order to improve the image of the law enforcement team,enhance the appearance of the city,and maintain the legal authority,it is necessary to put forward suggestions for improvement.
