Research On The Issues Of The Establishment Of Local Laws And Regulations In District-based Cities

In order to promote the process of ruling the country by law in an orderly way,the newly revised “Legislative Law ”has given cities divided into districts certain local legislative power.Since the beginning of this work,all localities have actively explored and boldly practiced and gained some valuable experience.However,due to the fact that the legislative power of cities divided into districts has just begun to be exercised and the legislative procedures and systems are still in a process of gradual improvement,there are still many problems to be discussed in all aspects of the legislation of cities divided into districts.Taking legislative project establishment as an example,legislative project establishment is an important link in the legislative process of cities divided into districts and is also a prerequisite to ensure the improvement of legislative quality.However,due to the influence of the project idea,the constraint of the project force and the constraint of the traditional system,the current legislative project still has some problems in the theoretical research and legal practice,such as the low degree of democratization of the project,the insufficient scientific nature of the project and the imperfect legislative procedures.Therefore,to ensure the high quality of legislation in cities divided into districts,it is necessary to improve the quality of legislation projects.To do this well,we need to set up a correct project idea,change the old ideas and ensure the quality of the project ideologically.Straighten out the relationship between the participating parties in the project establishment of laws and regulations,ensure that the project establishment work adheres to the leadership of the Party,the leadership of the National People’s Congress and the participation of all parties,attach importance to the important role of the government,and ensure the legal and orderly progress of the project establishment of laws and regulations;We will improve the mechanism for initiating legislative projects,further standardize the work organization for initiating legal projects,solve the problems of insufficient number and poor quality of staff for initiating legal projects,specify the time for soliciting legislative projects,improve the efficiency of initiating legal projects,standardize the system for initiating legal projects,and ensure the scientificity and democracy of legislative plans and annual legislative plans.We will improve the mechanism of public participation in legislative project initiation,explore new ways for “internet plus” to participate in project initiation,establish and improve the incentive mechanism for project initiation participation,mobilize the enthusiasm of all sectors of society to participate in legal project initiation activities,realize “open door legislation” and ultimately achieve the goal ofimproving the quality of local legislation.
