Construction Of Long-term Mechanism For Social Governance Of Public Security Organs

The concept of "social governance" was first put forward at the 18 th National Congress of the CPC and the 3rd Plenary Session of the 18 th Central Committee of the CPC,which changed the mode of social construction from focusing on the role of the government as a single subject to focusing on the role of the government,social organizations,citizens and other multiple subjects,from focusing on the mode of government covering everything to focusing on introducing social organizations to provide public services,and from focusing on the unilateral role of the government.The mode of administrative management has changed to the mode of common governance,which pays attention to the initiative of all subjects.At the same time,after 40 years of reform and opening-up,with the rapid economic development,social progress and cultural prosperity,and the deepening process of economic marketization and political democratization,the quality of citizens has been improved,and the awareness of citizens has become increasingly prominent.The people are generally aware of the tremendous impact of government behavior on personal welfare,thus putting forward higher requirements and expectations for the government.This means that governments at all levels and public sectors should respond appropriately to public opinion and respond to the voices of citizens.Under the unified leadership of the Party Committee and the government,public security organs organize and rely on the strength of various departments,units and the masses,and use political,economic,administrative,legal,cultural and educational means to solve social security problems by strengthening the work of striking,preventing,educating,managing and constructing.At present,with the deepening of reform into a critical period,social contradictions into a period of multiple occurrences,facing increasing risk factors,to the social governance of public security organs has brought serious challenges.In this context,the Ministry of Public Security has repeatedly demanded that we must adhere to the concept of "people-centered,public opinion-oriented" governance.The people’s sense of security has become a fundamental indicator of the ability of public security organs to govern society.Therefore,this paper systematically combs the sense of mass security,grasps its current situation and influencing factors,and then takes targeted optimization measures to build a long-term mechanism of social governance of public security organs.Based on the questionnaire survey on the sense of security of the masses in Area A,through literature research,questionnaire and empirical analysis,this paper systematically analyses the main problems existing in the social governance of the public security organs in Area A through the survey results of the status quo of the sense of security of the masses in Area A and the influencing factors of the social governance of the public security organs.There are four types: low efficiency in combating crime,imperfect prevention and control,and so on.Grass-roots governance is superficial in form and the standardization of law enforcement is not high.Secondly,the paper uses the theory of state governance,new public service and the theory of police performance evaluation to analyze the causes of social governance problems of public security organs in Area A,and finds that the working mechanism of cracking down on criminals is imperfect,the three-dimensional mechanism of social security prevention and control is imperfect,the grass-roots governance mechanism is deficient,and law enforcement norms are lacking.The weak construction of the mechanism is the four main reasons.Finally,this paper puts forward the countermeasures and suggestions for the construction of the long-term mechanism of social governance of public security organs: perfecting the professional mechanism of fighting criminals,perfecting the three-dimensional mechanism of public security prevention and control,creating the grid mechanism of grass-roots governance of police affairs,and strengthening the construction of the standardized mechanism of law enforcement.
