Research On The Optimizing Path Of Shanghai Volunteer Service System

With the construction of a harmonious society gradually becoming the main concept of social governance,a good volunteer service system plays an indispensable role in it,which is an important embodiment of residents’ happiness,satisfaction and sense of belonging to the city,and an inevitable requirement for the construction of a new super-large city.Volunteer service can not only meet the diversified needs of the society,form a strong supplement to social public services,but also help the society to form a good atmosphere.Therefore,it is particularly important to build a sound and healthy volunteer service system in the current social development.As the pioneer of the new super large city governance concept,Shanghai is not only an important reference for the construction of the volunteer service system in other regions,but also carries the city residents’ good expectation for the city life under the new super large city governance concept.Driven by these factors,it is imperative for Shanghai to improve and optimize its volunteer service system.This paper takes the volunteer service system of Shanghai as the research object and focuses on the practical problems existing in the volunteer service system of Shanghai.Papers from the volunteers system of citizens into the involvement and participation in the situation,the public psychology and values,the organization construction,community volunteer service development platform,this a few point of view,using the literature analysis method,comparative method,historical method,questionnaire method and quantitative analysis,using the theory of civil society,the demand level theory,from the number of construction,the laws and regulations,operation system and realistic demand these dimensions on the issue of research.The thesis is divided into three parts.In the first part,existing literature materials and relevant statistical data will be sorted out through literature analysis to clarify relevant concepts.Meanwhile,the overall situation of Shanghai volunteer service system will be analyzed and clarified.Through comparative analysis of the overall development of overseas volunteer service system and the in-depth analysis of the volunteer service system in the United States and Hong Kong,combined with the situation of Shanghai and other more mature areas of volunteer service system,the main existing practical problems are found.In the second part,based on the previous comparative study on the current situation of volunteer service system in other regions and referring to the mature practices in other regions,the author puts forward some ideas and specific countermeasures to solve problems in Shanghai.To test whether these solutions ideas accessible to the general public to accept and be accord with the actual of Shanghai "Shanghai solution",the paper will be through the questionnaire survey get people’s demand of data in the preliminary scheme,again through the quantitative analysis method and with the aid of kano model hierarchy analysis was carried out on the concrete countermeasures,in order to make clear the real needs of the general public for its.Finally,this paper will put forward the specific optimization path of Shanghai volunteer service system according to the practical problems,relevant international experience and the actual needs of the public,which will play a certain role of reference for the improvement of Shanghai volunteer service system and have certain enlightenment significance.According to the analysis of the existing service system and the regional comparative study,it is found that the overall level of volunteer participation in Shanghai volunteer service system still needs to be improved.The degree of standardization of volunteer service organization is not high;The in-depth construction of grassroots volunteer service system needs to be strengthened.The level of legal construction of volunteer service needs to be further improved.There is an urgent need to change the concept of volunteerism.Through the verification of the kano model,it is found that the two initial optimization ideas of accepting voluntary service and paying appropriately and incorporating the participation of voluntary service into the personal credit system are reverse demand,which cannot be accepted by the general public.Finally,based on the overall study of the paper,it is proposed to accelerate the introduction of local volunteer service regulations to strengthen the constraint and control role of the government from the perspective of improving the level of legal and institutional construction.From the point of view of improving the professional level of the volunteer service team,this paper puts forward the establishment of a training and evaluation system to enrich the content and methods of volunteer service training.From the point of view of building a citizen friendly voluntary service guarantee system,this paper proposes to build a diversified incentive means and an optimized scheme of using network resources to build an integrated voluntary service website.
