Study On Prevention And Control Of Public Security Patrol In Ningbo

The report of the Nineteenth National Congress of the Communist Party of China put forward "building a social governance pattern of co-construction and co-governance and sharing ",compared with the " building a social governance pattern of co-construction and sharing among the whole people " put forward by the Fifth Plenary session of the 18 th CPC Central Committee,which increased the formulation of " co-governance " and enriched the connotation of social governance.The relevant exposition on strengthening and innovating social governance in the report of the Nineteenth National Congress is the basic program of social governance modernization,which points out the direction task and realization path of social governance modernization,basically realizes socialist modernization in 2035,and clarifies the goal and bright prospect of social governance modernization.Public security patrol prevention and control,as the basic public security work,can be traced back to the birth of public security institutions,public security patrol prevention and control can be aimed at outstanding social security problems,strong fight against street and road crime,strict prevention and punishment of all kinds of illegal and criminal activities according to law,play an important role in maintaining urban public security order,at the same time,it is of great significance to comprehensively promote the construction of peace.This article will introduce macro-thinking from the theory research,combined with the social practice report,through the data,case analysis of the existing problems and causes of public security patrol prevention and control in Ningbo,so as to put forward the corresponding countermeasures and suggestions,with the public security patrol prevention and control responsibility unit perspective,aiming at Ningbo security patrol.Logical prevention and control of the rapid development to ensure the people’s personal safety and property safety.This paper is divided into five parts:The first part is mainly to introduce the research background and significance of public security patrol prevention and control,through the study of domestic and foreign professional works literature,focusing on the current Ministry of Public Security patrol prevention and control four mechanisms as the research content,on methods,case study methods and other research methods,and put forward the innovation and research difficulties of this paper,to clarify the main purpose of the text.The second part is to introduce the basic concepts and theoretical basis of public security patrol prevention and control,mainly around "patrol prevention and control "," public security patrol prevention and control "," Xueliang project ",combined with the above research methods,summed up the current security patrol prevention and control preventive,dynamic,emergency and other characteristics,with technical empowerment,no growth improvement theorycooperative management theory,crisis management theory as the theoretical basis for the following writing to lay a theoretical conceptual foundation.The third part introduces the main forces of public security patrol prevention and control according to the history,organization,staffing and division of duties of the public security patrol prevention and control work in Ningbo,and introduces the current representative measures in combination with the operation development in recent years.The fourth part is from the case and related data,put forward the actual patrol control work early warning dispatch guidance utility is not strong,patrol mode is not flexible enough,patrol control subject single,service mode passive and other main problems,and from the patrol control plan,technical equipment,law enforcement subject,prevention and control system and other aspects of the analysis of the causes of each problem.The fifth part puts forward the corresponding feasible countermeasures to improve the intelligent patrol and control platform,effectively control the street road security dynamics and early warning,practice the theory of no-growth improvement to promote the integration of internal resources,promote the reform of large police,information pre-judgment integration,equipment modular construction and other innovations to enhance the patrol control capacity and level,establish a community of responsibility for patrol control,and drive the patrol control work through many measures to ensure the rapid development of the security prevention and control system.
