Study On The Implementation Of Xueliang Project In Rural Communities Of Linze County

Rural stability lays the foundation for national security,and rural development is directly related to China’s development.Maintaining the stability of rural areas is vital to national development,and directly determines the stable and sustainable development of economy and society.In recent years,with the rapid development of economy and society,the social security situation has become more and more severe and complicated,and some public security violations and crimes have also increased.At the most basic level for social security,rural areas should actively consider the problems in rural social security work under the new situation and find their causes,and explore innovative working methods to make practical contributions to economic construction.At the Fourth Plenary Session of the 19^thCPC Central Committee,it was proposed to improve the prevention and control system of public security,combine the efforts of both professionals and the masses and implement the mass prevention and control,in order to make social security more multi-dimensional,law-based,professional and intelligent.All these proposals are meant to emphasize that the security prevention and control system construction especially in rural areas should be strengthened by modern means,in order to fulfill the visualization of social security.As an important means of rural social security,“Xueliang project”is an important innovation of rural social security prevention and control under the new situation,and also an effective measure to assist the public security prevention and control system construction.Since its implementation,the project has achieved significant results by effectively improving the rural social security environment and greatly reducing the frequency of crimes.With the example of construction and application of“Xueliang project”in rural communities,this paper compares the implementation of the project by analyzing a series of measures taken during social security management in Linze County.In combination with governance theory and environmental prevention theory and with the methods of literature analysis,questionnaire,quantitative analysis and comparative analysis,it details the construction and operation of the project,and analyzes the following existing problems based on the results of questionnaire:unclear metal understanding,poor publicity,insufficient basic support,lack of video surveillance network,etc.It also puts forward that“Xueliang project”in rural social security of Linze County is designed by optimal scheme,and its construction nature should be understood in an intensified way.In addition,basic guarantee should be strengthened,vitality of grassroots should be stimulated,way of propaganda should be innovated to improve the actual effect of propaganda and create the atmosphere of mass prevention and control,and resources should be integrated to strengthen the application of video surveillance network.Only as guidance for rural social security management in new era,they are also of great significance to the construction of social security prevention and control system,the effective implementation of“Xueliang project”,the guarantee of safeties of lives and property of the people,and the maintenance of stability of social security under the new situation.
