| The report of the Nineteenth National Congress of the Communist Party of China stated that "we should vigorously discover and reserve young cadres,focus on training young cadres at the front line and tough places,and continuously select and use outstanding young cadres who have passed the test of practice." Building a high-quality and professional governing cadre team is a fundamental plan for the party and the country for long-term stability,and is the focus of strengthening the party’s governing capacity construction and improving the party’s governing capacity.As an important part of our party’s cadre team,the selected students from fresh graduates are important reserve force to relay the career of our party.In April 2018,the Organization Department of the Central Committee issued opinions on further strengthening and improving the selected students from fresh graduates.In May of the same year,a special symposium was held to make special arrangements for strengthening and improving the work of the selected students from fresh graduates.Selected students from fresh graduates are the key training targets for the reserve talents of our party and government leading cadres and high-quality staff of party and government agencies at or above the county level.The level of their comprehensive quality will directly affect the future economic and social development level of a place and the happiness and well-being of the people.How to improve the comprehensive ability of selected students,improve the scientificity of public policy formulation and decision-making,and serve the people better is an important topic.This research mainly conducts a comprehensive analysis of a sample of selected students from fresh graduates in Wanzhou District,and conducts a comprehensive study of the ability and quality of them.It will involve the reserve of outstanding talents for the party and government cadres,the training of continuity forces,the improvement of the quality of selected students,optimizing the growth path,and improving the fitness training system,the representative theoretical viewpoints of issues such as strengthening education management are tested practically,so as to have a comprehensive judgment on the ability and quality of tselected students from fresh graduates in Wanzhou District.In addition to the introduction,conclusions and prospects,the main text mainly includes five parts:The first part is "The definition of the research concept and theoretical reference".Firstly,it defines the concepts of selected students,competency,competency of selected students.Then it proposes references through research on learning organization,adult learning theory,competency theory,etc.The second part is " Theoretical Analysis of Competency of Selected Students ".It proposes 15 types of competency that selected students should have,including three levels: core competence,important competence,and basic competence.It analyzes the relationship between different levels of competency structure,and also compares and analyzes them with civil servants’ general ability,the ability to enter the team of selected students,and the ability of high-quality professional civil servants.Then it proposes the development direction of selected students’ competence.The third part is " The analysis of the current situation of competency of the selected students in Wanzhou District of Chongqing ".It briefly introduces the basic situation and structure of the selected students in Wanzhou District.Combining with the theoretical analysis in the previous chapter,it puts forward the status quo of competency of selected students in Wanzhou District.Then it explains the situation and effectiveness of the training of selected students in Wanzhou District.The fourth part is "The competency cultivation and influence factors investigation of selected students in Wanzhou District of Chongqing".Collect and analyze the relevant situation of selected students through the use of "certified" questionnaire surveys,seminars,and visits.Based on the multi-level analysis of job matching,professional integration,job identity,self-value realization,etc.,the current situation and psychological status of the selected students in Wanzhou District,it helps to continuously improve the competency of the selected students in Wanzhou District to find basis,ideas and methods.The fifth part is "Analysis on the problems and causes of the competency of selected students in Wanzhou District of Chongqing ".Through finding the gaps in the students’ own abilities,the reasons in the real environment,the gaps between organizational philosophy and training needs,ect,it puts forward 11 issues that affect the competency of the selected students in Wanzhou district,and also analyzes the causes one by one.The sixth part is "Countermeasures to improve the competency of selected students in Wanzhou District of Chongqing".It highlights the leading role of party organizations in improving the competence of the candidates,and elaborates from four aspects: strict quality control,construction of education and training system,optimization of supporting system,and creation of external environment.Then it
