Study On The Dilemma Of Auxiliary Police System In Ningbo From The Perspective Of Multi-center Governance

China’s social and economic development is rapid,and the social security environment is increasingly complex.Public security organs,as the main force of social stability,face the dilemma of insufficient police force.To this end,local public security organs have vigorously developed the auxiliary police team and enriched the police resources.As a low-cost police force,the auxiliary police team plays an active role in reducing administrative costs,improving the efficiency of police work,and providing jobs.However,in the process of development,the auxiliary police team faces a series of problems such as law,security,and system,which hinders its benign development,affects the standardization of the public security team,and may even undermine the achievements of the rule of law in China.To this end,this article is guided by the State Council’s "Framework Opinions on Comprehensively Deepening Public Security Reform on Several Major Issues" and "Opinions on Regulating the Administration of Police Auxiliary Personnel in Public Security Organs".The system is systematically combing the auxiliary police system and analyzing existing problems.And propose solutions.First,the paper defines the concepts involved in the research and clarifies the theoretical basis of the research.The concept of the auxiliary police and the auxiliary police system is defined by analyzing the existing views of the auxiliary police on the attributes of the auxiliary police.At the same time,the theory of multi-center governance and the application of this theory in this paper are laid out,which lays a foundation for the discussion and analysis of the following.Secondly,based on the definition of relevant concepts and theoretical analysis,combined with the Ningbo Auxiliary Police System,the framework and operational effects of the Ningbo Auxiliary Police System were introduced.Through the practice and research,we learned that the Ningbo Auxiliary Police System mainly has three problems: identity dilemma,system dilemma and security dilemma,and analyzes its deep-seated reasons,mainly because of the limitations of the government under single governance,shortage of effective market mechanism and insufficient participation of third parties in society.By analyzing the cause of the problem,it provides a realistic basis for the improvement of China’s auxiliary police system.Then,by introducing the advanced practices of the Auxiliary Police System in the UK,Chinese Hong Kong,France and other countries,the author summarizes its experience and practice,that is,the legal subject qualification is clear,the organizational structure is strict and the system is complete,the market specialization operation and the voluntary volunteerism.The characteristics of the system provide a reference for the improvement of the auxiliary police system.Finally,under the objective and comprehensive understanding of the current Ningbo Auxiliary Police System,from the perspective of multi-center governance,drawing on the advanced practices of the domestic and international auxiliary police system,it is pointed out that it is necessary to take the government as the leading factor and introduce a market-oriented mechanism to absorb the society with multi-participation,constantly stimulating the enthusiasm of multiple subjects,providing high-quality public safety products for a harmonious society.
