Causes And Prevention Of The Re-offending Of Sex Offenders

Sex offenders are a special type of criminal group.In our country,the crime prevention of sex offenders is not much different from other offenders and it is still focus on penalty prevention.For sex offenders,the current prevention measures is lack of deterrence,pertinence and effectiveness,and it need to be further improved.The first part of this article is an overview of the re-offending of sex offenders.At present,the academic circles have not yet reached a unified understanding of the concept of sexual crimes,and the definition of re-offending is quite confusing.Therefore,this section explains the related concepts of the re-offending of sex offenders,and further clarifies the definitions of sexual offenders and re-offending and the distinction between re-offending and related concepts.The second part of this article is an empirical investigation of the re-offending of sex offenders.The objectivity and authenticity of crimes are of vital importance to the subsequent crime reasons and crime prevention analysis,so this section analyzes the collected 60 cases of re-offending sex offenders from the Judgment Documents website and summed up the characteristics of sex offenders committing crimes again in our country.The third part of this article is the analysis of the causes of the re-offending of sex offenders.Combined with the previous empirical analysis,this part of the article analyzes the reasons why sex offenders commit crimes again from both internal and external levels.Among them,the internal factors include the sex offender’s own physical and psychological factors,and the external factors mainly include insufficient penalty deterrence,lack of effective prison governance,difficulties in re-socialization,and the influence of traditional sex culture.The fourth part of this article is an extraterritorial investigation of sex offenders’ re-offending prevention.At present,foreign research on the prevention of sexual crimes has been more in-depth,and many foreign countries have established chemical castration systems and sexual crime record systems.Based on the relatively mature sexual crime prevention systems in South Korea and the United States,this article studies their sexual crime prevention systems.The chemical castration system can inhibit the secretion of human sex hormones in sex offenders and make them reach a state of sexual calm.The sex offender record system,as a preventive method after sentence,can excellently track the status of sex offenders after release.Therefore,both of the chemical castration and the sex offender record system have excellent preventive effects for the prevention of sex offenders’ re-offending,and our country can transplant it.The fifth part of this article is the construction of the sexual crime re-offending prevention system.If we want to achieve effective prevention of sex offenders’ re-offending and achieve the purpose of preventing and reducing sex offenders’ re-offending,our country needs to establish a set of prevention measures system on the basis of the particularity of sex offenders’ re-offending.Our country can transplant the chemical castration system and establish a nationwide sexual crime registration system,occupational restriction system and electronic fetters system.In addition,in order to enhance the deterrence and effectiveness of penalties,our country should aggravate the penalties for sex offenders,correct the prison administration’s punishment-oriented prison governance,improve the measures of prison governance,and transform sex offenders into law-abiding citizen.Finally,our country should improve the social security system for released prisoners which can guarantee them to have a basic living condition and help them to go through the difficult period of adaptation.
