Study On The Construction Of Chemical Castration System In Our Country

In recent years,sensational cases of vicious sexual assault on minors have been reported continuously by the media,triggering a strong response and careful reflection from the public on the protection of sexual rights.The function of law is not only to punish criminals,but more importantly,to prevent crimes.The current law of our country focuses on the legal application of the conviction,sentencing and penalty enforcement of sexual assault crimes against minors,but there are still weaknesses and gaps in the prevention before,correction of offender and management after the completion of sentence of such crimes.Therefore,the introduction of the chemical castration system and supporting relevant measures will help to make up for the gaps in the existing criminal law in our country and effectively protect the minors from the danger of sexual infringement crimes.Chemical castration system has basically met the conditions for introduction in our country.The current situation of sexual crimes in our country is very severe,which has laid a realistic foundation for the construction of the chemical castration system.From the necessity and feasibility of introducing chemical castration system in our country,the thesis introduces the existing system of the United States and South Korea from the aspects of applicable objects,applicable procedures and implementation effects,and draws lessons from their advanced experiences to provide theoretical and legislative basis for introducing chemical castration system in our country.The chemical castration system construction in our country can begin from two aspects:basic system design and relevant supporting measures.The basic system design includes introduction method,applicable object,applicable time and period,applicable principle and applicable procedure.Supporting measures include drug treatment tracking system,compulsory psychological counseling system,prohibition order system,electronic leg irons system,sex crime information disclosure system.
