A Study On The Clarification And Rectification Of Fake Complaints About Corrupt Practices Of Cadres’

Since the 18 th National Congress of the Communist Party of China(CPC),the high-pressure anti-corruption campaign of " corruption must be serious and corruption must be punished " has continued.Against the background of comprehensively strengthening Party discipline and building clean politics,the role of the masses in participating in democratic supervision through reporting has become more and more obvious.Many cadres have been found to violate disciplines and regulations.Since2013,the number of complaints and reports received by the national discipline inspection and supervision organs has shown an overall upward trend.However,as the cost of reporting is reduced and the way is convenient," misinformation "," false accusations " and " false accusations " occur frequently,which has led to some problem-free cadres being questioned,burdened and the enthusiasm of the cadres to start a business being hit.In particular,cadres who adhere to the principle of non-compromise,dare to face up to the truth,and are actively pioneering and enterprising are more likely to touch the interests of others and be falsely reported.At present,the state enters the deep waters of reform and encourages cadres to act boldly.As reformers,General Secretary Xi Jinping puts forward the "three separates",calling for the protection of cadres who are upright and dare to act boldly and aggressively.Therefore,clarifying the names of unreported cadres has become a realistic need and a requirement of the times for the work of the party and the government.Based on the statistical analysis of typical cases in various regions,this paper makes a detailed discussion on the development stage,category and internal characteristics of the clarification of proper names.Combined with interviews and investigations,it is concluded that the clarification of proper names has a positive effect on restoring the truth and clarifying the right and wrong,encouraging cadres and cadres to start a business,maintaining the image of cadres loyal to the proper,and stimulating turbidity to promote clarity and curb the evil of crooked wind.However,there are also negative effects that the amount of reports has a great impact on the clarification efficiency,psychological pressure has not been,compensation and care have not been followed up,and may be taken as a fault-tolerant “ shield ” by criminals.The reason is that the petition reporting and clarification system is not perfect,there is no good cooperation between departments,the reported cadres psychological gap,propaganda warning education is not enough.Based on this situation,the Strengthening Theory will be applied to clarify and rectify the work,and from the reasons,behavior,consequences to strengthen,from the improvement of petition reporting work,standardize the system of clarification and rectification,the establishment of psychological counseling program,determine the compensation guarantee method,severely crack down on speculation,strengthen publicity and warning education five aspects put forward to strengthen and improve the countermeasures of clarification of the name,so as to relieve the worries of cadres,create a clean and honest political ecology.
