and efficiency of grassroots financial work.At the National Organizational Work Conference of the Communist Party of China in 2013,General Secretary Xi Jinping put forward the 20 character standard of cadres,"have firm convictions,serve the people,are diligent and pragmatic in government affairs,who dare to take charge,and are honest and clean".The new requirements for Cadres’ quality were raised from the aspects of political quality,purpose consciousness,work style,working ability and honesty and self-discipline.The report of the 19 th National Congress of the Communist Party of China clearly points out that it is necessary to build a contingent of high-quality professional cadres,pay attention to the cultivation of professional ability and professionalism,and enhance the ability of cadres to adapt to the development requirements of socialism with Chinese characteristics in the new era.Improving the quality and ability of the cadre team is related to the overall effect of the construction of the cadre team and the fundamental plan of the long-term development of the party and the country.Under the new historical conditions,it is crucial to build a team of high-quality financial cadres who are loyal,clean and responsible and adapt to the new requirements of the new era,so as to solve the thorny financial problems of rural townships,improve the efficiency of financial execution,and improve the service level of financial management and management,so as to realize the construction of a modernized financial system at the rural townships level.At present,there is not much research on the capacity requirements and quality improvement of rural townships cadres.The quality and capacity building of cadres is relatively less planned in reality.Many
