| One of the most needed resource for rural development are human resources,especiallythe excellent political resources.Mao Zedong once said:"After we determined the politicalline,cadres are the key factors."Rural cadres hold the power of village governance,shouldering the responsibility of developing rural economy,maintaining social stability andpromoting democratic management.Policies of central issues on rural areas relying on themajority of rural cadres to leed the farmers to carry out and implement;willingness andrequirements of farmers relying on rural cadres to understand and put into effect.With therapid development of rural areas in recent years,there have been many sharp contradictionsappeared and can not be avoided,such as land development,resource exploitation andenvironmental pollution.These problems are complecated and test how the village cadrescontrol the changing situation and coordinate the contradiction of the interests.The quality ofrural cadres have been repeatedly emphasized as the party and our country pay more attentionto the agriculture,the rural areas and farmers.The overall situation of China’s rural cadres is good,but facing with the problem ofstructure imbalance about age,gender and education.
