The Study On Training Quality On Villages And Towns’ Financial Cadres

As the most basic township financial in the financial sector, the finance in our country villages and towns goes down to the basic unit platoon guide, financial system reform face special mission in the present.However, the financial function can not adapt to the needs of the development of the rural economy society, there exist problems such as spending management does not reach the designated position, supervision and management weakening, service lag and so on, and these problems have a serious influence on the implementation of the benefit policy to agriculture by the party and the government. In view of this situation, our country will be take the improvement of the financial supervision and cadres fiscal policy executive ability as the main content, and the rural finance cadre quality as the key point, through a large system planning and training, in order to strengthen the financial work personnel’s comprehensive ability. At present, our country villages and towns finance cadre training tracks which have made some achievements, but there are still some problems, and the most direct performance is education training quality is low. Based on the human capital theory, the comprehensive quality management theory, and adult learning theory, using literature search, digital chart method, and field interview method, in view of the rural finance cadre education training of the actual situation, this article studied the rural finance cadre’s education training comprehensively. This paper is divided into three parts, the first part defined on the related concept of the rural finance cadre education training in order to make clear writing range. In addition, the related theory of this paper are briefly introduced; The second part proposed township financial cadre education training work existence main questions according to the analysis of the current of our country villages and towns financial cadres basic, training characteristics and training meaning; The third part analysis the reason of our cadres education training township financial reasons for the low quality from the financial education training cadres’training preparation and training process implementation, and training follow-up after three phase; The fourth part proposes to construct the rural finance cadre education training quality management system framework according to the overall quality management theory of quality standards, and from the realistic level it put forward to enhance the financial education cadres training quality countermeasures.
