Research On The Open Information Work Of Grass-roots Governments Under The Incentive Of Multiple Objectives

The grassroots government at the end of the national governance system has multiple objectives rather than a single one.These multiple goals can be divided into two aspects:from the superior and from the self.For the grass-roots level government,the higher level government is divided into the central,provincial,municipal and county levels;The establishment of work objectives at these levels not only constitutes the assessment pressure but also constitutes the incentive of multiple objectives to the grass-roots government.Among them,the central level through the formulation of various work related regulations,provincial,municipal,county level through the formulation of relevant work specific assessment and incentive mechanism,grassroots government leading cadres,grassroots government responsible for specific work related departments have "multiple objectives" of the work of the grassroots government.The specific work related departments of the grass-roots government will be ranked according to the importance of their departments,and then carry out the work of their departments.Different departments within the grass-roots government pursue different work goals,and some of the goals are still contradictory,and the incentive system developed by different superiors or departments also has the problem of inconsistent directions,so different requirements are formed for the grass-roots government.How to analyze and discuss the development of grassroots government information disclosure under such multiple goals and incentives?This article takes the X street of county A as an example to explore the development of grassroots government information disclosure under the incentive of such multiple goals.At present,A county X streets there are three main way of information function in public are:the government website,WeChat public number,the article,the author through the information center of government web site IP address way,found that more than 90%of all page views from people browse system,and through to the WeChat public,and the fans to see article found that more than 85%of the fans from the street town streets and brother have internal personnel supervisor system,which can be confirmed that the government website views mainly comes from the government system of the public,and the public WeChat ID and article views mainly comes from the government system of internal staff.In this paper,the page views of all information published on government websites,WeChat public accounts and meitun in 2018 were counted,and the data were analyzed through horizontal and vertical comparison.In this paper,A county government website,WeChat X street no.The public and the public traffic situation,the government information openness dissected from A county X street superior information public work appraisal orientation bias,relevant supporting system is not perfect,the insufficient recognition of information disclosure problem,expecting information block,the information disclosure management between the departments of public service consciousness is not strong,the public awareness of the government information disclosure is not high,low participation of reasons,led to the lack of information feedback,and the public demand for decoupling,information standardization degree is not high,poor quality of information disclosure,information disclosure form is single,Lead to public understanding way to LTD,a lack of overall concept,service awareness is not strong wait for a reason,based on government information supply and demand perspective summed up the countermeasures and suggestions for the development of government information disclosure,which broaden the channels of information disclosure,establishing and perfecting the information of the street network system,strengthen information supervision mechanism,perfecting the information disclosure regulation of standardization construction,explore the inter-departmental sharing mechanism,building the integrated information management platform,to strengthen the construction of information disclosure supervision personnel,build information talent system and improve the information disclosure work incentive mechanism,improve staff work enthusiasm.This paper focuses on providing countermeasures and suggestions for the development of the government information disclosure of grass-roots governments,The gap between grassroots government information disclosure and people’s expectations.
