As the traditional Chinese culture,"harmony" has been the realm of our constantpursuit of life. With in-depth reform and market economy system, the process ofurbanization gradually accelerated,"small government, big society" social pattern isgradually formed. The next few years, the size of cities in China will further expand thenumber of cities will continue to growing, the problems brought about by urbanizationgradually highlighted the task of urban management are becoming increasingly onerous.In order to comply with the historical development and social needs, harmonioussociety conforms born.Currently, we are in a critical period of building a harmonious society. Ties of thecommunity as a national and social ties, but also the basic spatial unit of a harmonioussociety, social development and nation building in the hard to replace, in this context,the study and exploration of the functional building in urban communities, it isextremely urgent and but also extremely important.This article based on "social transition" Against this background, the build systemhow to build a harmonious society perspective, and improve on the basis of aharmonious community functions, to conduct a comprehensive research and analysis forthe current function of the status quo of China’s urban communities, the history,development trends. The article believes that the current urban communities in China isstill in a single subject of grass-roots government-led model of development, andcommunity self-development of the necessary human, financial, and material bulk ofdependence in the primary government, the community as the primary government’spresence existence of a high degree of dependency on government, community functionnaturally to government functions and services-oriented, rather than communitydevelopment and residents demand-oriented, resulting in the lack of communitycapacity for self-government, the residents of the growing personalization andmulti-needs are not met, restricting the healthy development of the community. Proved,subject to the special circumstances of this model a considerable period of time due togovernment support and leading institutional guarantee for stable and sustained nationaldevelopment, social stability played an important role. But also limits the range andscope of community functions, and this restriction will remain in the current society intransition and in the future over the long term. Due to the long-term presence and role of the government executive power,making the community to become the government’s "presence" to a certain extent, playsa "quasi-primary" role of government, and this role also contributed to the communityfeatures with typical administrative tendency, to some extent reduce the residents’ activeparticipation, impede of community autonomy, is not conducive to the development ofcommunity functions, and even affect the framework of a harmonious society. Thearticle analyzes the research suggests that the single subject of government-led model ofdevelopment, regardless of structure or content is not consistent with the framework ofa harmonious community connotation than will hinder the healthy development of thecommunity.
