Abstract/Summary:
Grass-roots civil servants take root at the grass-roots level,are the most close to the masses exercising public power,are at the forefront of government administration,are the concrete undertakers and executors of government public undertakings,and profoundly affect the current situation and future of China’s grass-roots governance,affect the overall situation of rural revitalization.Based on a large number of domestic and foreign literature and existing research results,this paper summarizes the degree and actual situation of job burnout of civil servants at the grass-roots level in Pingyi County by using many research methods such as face-to-face interview and questionnaire survey,in-depth analysis of the main factors affecting job burnout of civil servants at the grass-roots level in Pingyi County,and put forward targeted policies.Through interviews and questionnaires,it is found that the phenomenon of civil servants’ job burnout is common in Pingyi County.The main manifestations are as follows:under the continuous work pressure,the body and mind show sub-health phenomenon,work lack of initiative,lack of person-post matching;Civil servants at the grass-roots level are faced with poor communication and poor interpersonal relationships among colleagues,which aggravates the anxiety of civil servants at the grass-roots level in Pingyi County.This paper analyzes the causes of job burnout of civil servants at the grass-roots level in Pingyi County: First,after college students went ashore to obtain civil servants,they expected their roles too much,and found that there was a gap between ideal and reality,which led to the dilution of ideal and belief.Second,the society expects the civil servant to be a "public person",and the expectation is too high.Because of the nature of their work,the grass-roots civil servant may become the object that the masses express their dissatisfaction in the process of serving the masses.Third,the pressure of public opinion,the new situation of public opinion everywhere,the grass-roots civil servants for social supervision.Fourth,the incentive system is imperfect and the Promotion Channel is unitary causes the basic level civil servant to have the weary psychology.Through the study of other regional policies and systems,this paper puts forward targeted policies,first,the grass-roots civil servants can clearly self-set up the correct professional values.Second,the society establishes the support system,sets up the reasonable expectation to the basic level civil servant.Third,improve the management system of civil servants at the grass-roots level in Pingyi County and build a contingent of high-quality professional cadres.Fourth,through the establishment and implementation of the subsidy incentive mechanism,so that the grass-roots civil servants in the front-line posts to work safely and actively.Fifth,innovative training methods,adhere to the strict organizational discipline in the first place,to create a clean organizational environment.To take a series of practical measures to minimize and eliminate the problem of job burnout among civil servants at the grass-roots level,to enhance the government’s credibility and efficiency,and to ensure that the civil service at the grass-roots level always performs its duties with due diligence,for the people,pragmatic,clean,serve the people at the grass-roots level to do a good job,building a service-oriented government.
