Grass-roots civil servants are the closest to the people and serve the people most directly.Their work effectiveness is related to the image of the government and the prestige of the administrative organs,and determines the satisfaction of the public.At present,under the influence of multiple factors such as institutional reform and the domestic epidemic,the work efficiency of the grassroots civil servants of the governments for market regulation in city T has become prominent.To cultivate and promote the loyal,honest and responsible team of grassroots civil servants of governments for market regulation in city T,it is necessary to establish and improve the incentive mechanism of grassroots civil servants of governments for market regulation in city T,give play to the function of rewarding the good and punishing the poor,strengthen the vitality of the grassroots governments for market regulation in city T,and improve the quality and enthusiasm of grassroots civil servants.This study takes civil servants of grass-roots governments for market regulation in city T as a sample,to study its incentive mechanism.The content of this paper is divided into six parts:the first and second parts,on the basis of carefully expounding the background meaning of the subject research and the current research status in China and abroad,the research method is determined,the related concepts are defined,and the basic theoretical framework of this paper was conducted based on the relevant concepts.The third and fourth parts are empirical research parts,expounding the current situation of the incentive mechanism of the grassroots civil servants of governments for market regulation in city T.Mainly describing the basic situation of the grassroots civil servants.Using questionnaire surveys and in-depth interviews to analyze the current incentive mechanism,mainly describing its incentive principles,incentive system and effectiveness.Using two-factor theory and comprehensive incentive theory analysis,it points out the outstanding problems,and analyzes and discusses the causes of the problems.On the basis of the previous article,in the fifth part,countermeasures are proposed from four aspects: building a unified planning system,innovating the training system,releasing the incentive function of the salary and ranks,and improving the guarantee of assessment,rewards and punishments.In order to mobilize the enthusiasm of civil servants of grass-roots governments for market regulation in city T and improving the efficiency of government work.At the end of this paper,it summarized the main conclusions of this research and gave a rough outlook for the future.
