Research On The Improvement Of Public Service Supply Capacity Of Township Government

The report of the 19th National Congress of the Communist Party of China points out that in order to meet the growing needs of the people for a better life,we should adhere to improving the government’s public service system.As the most basic level of government,township government directly serves the masses,is the bridge between the top and the bottom,is the link of policy implementation.With the increasing improvement of the public service demand of the masses,higher requirements are put forward for the public service ability of the township government.It is urgent to improve the public service ability of the township government.In this context,this paper takes Z town in Shandong Province as an example to discuss the development of the public service ability of the township government.Based on the new public service theory and governance theory,this paper expounds the concepts of public service and the public service supply capacity of township government,and puts forward the problems of township government in three aspects: the main body of government,the relationship with the masses,and the control of people and property.There are many reasons for these problems,such as the lack of power of township government’s public service,the lack of public service concept and the insufficient allocation of supply resources.This paper also lists the basic situation of Z town in Shandong Province,carries out empirical analysis according to the investigation,and according to the problems faced by the township government in the supply of public services,puts forward the improvement path from stimulating the public service power of the township government,establishing the concept of public service of the township government,and improving the resource allocation ability of the township government.To enhance the township government public service supply capacity to provide a certain reference.
