To build a service-oriented government under the guidance of the people-centered concept,and to provide efficient public services and high-quality public products that satisfy the people,is the key to a new era of socialism with Chinese characteristics.Public service is one of the basic functions of our government,and the service-oriented government pursues the maximization of public interest.As civil servants are practitioners of a service-oriented government,building a team of high-quality and professional civil servant team with good public interests and service capability is the only way to perform this function.There is a direct relationship between the construction effect of service-oriented government and the level of public service ability of government workers.Civil servants in villages and towns are the ultimate practitioners of various policies of the party and the state as they directly service and face the masses.Therefore the construction of public service level is very important.This paper,from the perspective of township civil servants,takes the construction of a service-oriented government as the background,and explores the methods and approaches to improve the public service ability of township civil servants.This paper starts from the definition of the concept of public service,public service ability and service-oriented government,and takes the new public service theory and competency theory as the theoretical basis.The present situation of public service supply of service-oriented township government in rural areas in Changle County was investigated by questionnaire.There are three main problems in the construction of the public service ability of the township civil servants in Changle County: the consciousness of improving public service ability is not strong and the focus of work deviates;service attitude for the masses is not good enough,efficiency is not high enough;the level of public service skills is not high,professional enough;the examination neglects the supervision of the masses,and the consciousness of improving ability is weakened.The main reasons for these problems are as follows: low educational background,different quality,limited skill level improvement;the assessment mechanism is not perfect,the ability to improve the lack of power;the training opportunities are few,the form is old,the training effect is not good;Lack of mass supervision,ability to promote the lack of orientation.With regard to the main problems and causes of the current public service capacity building of township civil servants in Changle County,this paper,based on advanced experience at home,from the perspective of service-oriented township government staff,this paper expounds the measures to improve the public service ability of the civil servants of the township government of Changle County :create a high level of public service atmosphere,enhance ability and awareness;improve the system,enhance the level of public service ability;we will improve the management mechanism and build a team of highly capable civil servants. |
