The Study Of Community-and-home-based Pension Services Model Of Community In Guangxi

At present,the supply and demand of old-age services in Guangxi are unbalanced.It is found that home-based pension is the first choice for the elderly jin Guangxi,and there is a strong demand for community-and-home-based pension services.Faced with the current situation of the demand for the old-age services in Guangxi,the supply of the old-age services in Guangxi is inadequate.This is due to the decline of family endowment security,the lack of human resources of nursing staff and the lack of effective integration of endowment resources.In this context,the necessity and f-easibility of developing community-and-home-based pension mutual support for the elderly are introduced.As far as the necessity is concerned,this model conforms to the old-age habits of the elderly,activates the links between the main prov.iders of the old-age care,integrates the old-age resources,and achieves spiritual comfort in the atmosphere of mutual help and love for the elderly,which is conducive to the improvement of community cohesion.But influenced by economic coinditioins and traditional concepts,the elderly are reluctant to accept institutional pension.Compared with home-based pension,community-based pension and institutional pension,the home-based mutual pension model has obvious comparative advantages in economy,orientation,psychology and service content,which illustrates the necessity of developing home-based mutual pension in Guangxi.Not only that,the model has been strongly supported by the policy,and most of the elderly in Guangxi are healthy elderly,which provides feasible conditions for the development of the model in Guangxi.Therefore,with the support of the necessity and feasibility of the development of the home-based mutual pension model in Guangxi,this paper takes the model created by the Xiaohang World Old-age Service Center in Pingxiang City as a case study,and uses welfare pluralism and active aging theory as a tool to analyze the integration of old-age service resources and social participation of the elderly.The Center for Filial Piety and Old Age takes"star-rated enterprise system" and"loving bank savings system"as incentives for enterprises and volunteers to participate in mutual pension.It successfully integrates social resources and community residents into mutual pension service projects.In the community,a harmonious situation will be formed between the multi-dimensional co-construction of old-age services and the participation of the elderly.However,the center also faces many development difficulties,such as insufficient support from the government and community,insufficient professionalism of mutual assistance services,lack of sustained funding sources and lack of risk prevention measures.Based on this,in order to realize the sustainable development of home-based mutual pension model,first of all,we should improve the professionalism of service supply by training volunteers and introducing professional social workers.Secondly,we should integrate the resources of government departments,government and society,family and community,and pension institutions to build a multi-resource home-based mutual pension system.Thirdly,we should increase the multi-channel funding sources of social organizations and encourage them to become"social enterprises".Finally,the establishment of mutual pension protection mechanism to protect the legitimate rights and interests of participants.
