| Economic development zone is an important part of China’s development zone system,china’s reform and opening up footprint witness.For more than 40 years,the booming economic development zone has become an important force to promote economic development and take off the city.China’s urbanization process has led to the transformation of productive areas to living urban areas,economic development zones have added a heavy responsibility to deal with social affairs,the original management system can not meet the new mission given by the development of the times,the urgent need for management system reform.Whether the reform is successful or not,it is the key to find the right problem,so it is of great practical significance to study the management system of the economic development zone.Economic Development Zone is a general concept,which usually includes national-level economic and technological development zones,high-tech industrial development zones,as well as provincial economic development zones,high-tech industrial parks,industrial parks.The paper combines the theoretical and practical analysis of the theory of administrative subcontract system,the theory of hierarchical organization and the theory of multi-center.On the basis of expounding the development status and basic type of the management system of the S Economic Development Zone where the T Economic Development Zone is located,and taking the reform of the management system of the T Economic Development Zone as the main line,this paper explores the problems of the management system of the T Economic Development Zone,such as the vague legal status of the subject,the lack of administrative law enforcement authority,the restriction of personnel mechanism and the lack of rationalization of the financial operation mechanism,and then analyzes the causes of the problems,mainly the lack of legislative protection,the weakening of policy advantages,and the mixing of personnel.Weak management authority,difficult operation of the capital chain,etc.By thinking deeply about the reform of the management system of the economic development zone,and drawing on the successful experience of the management system reform of the Y economic development zone and the G high-tech development zone,it is proposed to start from the two aspects of rationalizing the management system and adjusting the operating mechanism,that is,from the aspects of clarifying the legal status,giving management authority,exploring the management mode of "company system",perfecting the mechanism of selecting and using people,standardizing the mechanism of salary distribution,clarifying the mechanism of financial sharing,promoting the socialization of public services,transforming the industrial development mode,We will explore the path of reform in such areas as promoting policy landing.Reform is not a one-day achievement,nor is it an appropriate one.We should not only encourage mature economic development zones to explore innovation and try first,but also focus on promoting the sharing of successful experiences of reform in economic development zones everywhere.The reform of the management system should not only make great strides and steady progress,not only to study the relatively mature economic development zones in the economically developed areas,but also to strengthen the exploration of the problems of the management system reform in the economic development zones where the economic conditions generally start late,so as to find the right context for the quasi-reform,and to make the economic development zones the leading force and the main force in the development of the new era. |
