| Economic development zones have played an irreplaceable positive role in expanding China’s opening,deepening institutional reform,promoting economic development,and promoting social harmony.Currently,most regions have established economic development zones,which have an increasing impact on economic and social development,and management functions are also increasing.Kaijiang Economic Development Zone was established in 2008,then became a provincial economic development zone in 2019.As the speed of industrial development continues to accelerate,and the internal and external environment continues to change,gradually exposing problems such as poor systems,ineffective mechanisms,and insufficient vitality.The Kaijiang County Government and the park management department proposed to carry out the "Kaijiang Economic and Technological Development Zone System and Mechanism Reform Pilot",innovate the government management model,further solve institutional and institutional obstacles such as the mismatch between power and responsibility in the park,and further develop the Kaijiang Economic and Technological Development Zone as a pilot field for deepening reform The role of opening up to the outside world as a vanguard and innovation driven main force is to actively build an economic development zone management system with clear institutional functional positioning,clear responsibility boundaries,and efficient internal operation.The general concern of this paper is to conduct an in-depth analysis of the innovation experience in the management mode of the development zone,taking the Kaijiang County Economic Development Zone as an example,and summarize the effective experience and lessons accumulated in the transformation of government management mode.First,take the transformation of the government management mode of the Kaijiang County Economic Development Zone as an example for investigation and analysis,and then invite relevant leaders and experts from the county government and the park management committee to conduct interviews on organizational structure,employment mechanism,management system,and other aspects.Analyze the successes and shortcomings of innovation.Finally,based on theoretical and empirical analysis,suggestions for innovation in the management model of economic development zones are proposed,especially for the current situation of the late start and small scale of county-level economic development zones in the west,and targeted conclusions are proposed to provide reference for the transformation of government management models in similar types of economic development zones.This has certain theoretical and practical significance for improving the administrative management efficiency of development zones,breaking the institutional barriers and bottlenecks,and promoting the construction of development zones and the innovation of government management models. |
