Research On China’s“Cloud Diplomacy”Under The Covid-19

The sudden emergence and rapid spread of COVID-19 has brought a huge impact on the political,economic and social aspects of the international community.Countries have also adjusted their diplomatic methods in response to the impact of the COVID-19.The unusual mode of online cloud diplomacy has even become the biggest highlight of China’s diplomacy in 2020.This paper attempts to analyze the specific contents and measures of China’s "cloud diplomacy" in the framework of international discourse power,and discusses its role and significance in promoting China’s international discourse power and shaping its national image during the epidemic.First of all,this paper combs and explains the basic concepts and three forms of cloud diplomacy-telephone,video and letter,as well as the right to speak challenges faced by China during the epidemic.Secondly,according to the collected data and literature,the year 2020 is divided into the first half and the second half by date,and the "cloud diplomacy" carried out by China during the epidemic period is summarized;The third is to explain the analytical framework of international discourse power adopted in this paper,which is divided into three dimensions:thought guidance,topic setting and international identity,and then elaborated in turn;Finally,according to the analysis framework set up above,the objects of China’s cloud diplomacy during the epidemic are divided into three parts: big countries,international organizations and countries along the "the belt and road initiative",and typical countries and organizations are selected to analyze the "cloud diplomacy" carried out by China during the epidemic from three dimensions: ideological guidance,topic setting and international recognition.After combing and analyzing,this paper holds that China’s "cloud diplomacy" during the epidemic period is beneficial to the shaping of China’s national image and the promotion of international discourse power.
