Research On China's Public Diplomacy Under The Background Of COVID-1

Since the outbreak of COVID-19,the global public health crisis caused by the pandemic has further unbalanced the global governance system,and globalization and the global governance system have entered a major transition period.China’s public diplomacy in the context of COVID-19 is a typical case of China’s participation in global governance.Based on the theory of soft power and governance,this paper analyzes the opportunities and challenges faced by China’s public diplomacy by combing the practice of China’s public diplomacy,and puts forward the development path of China’s public diplomacy.In the fight against COVID-19,China’s public diplomacy has actively participated in global cooperation and joined hands with other countries to fight the pandemic,serving China’s overall diplomatic agenda and vividly demonstrating its responsibility as a major country.In this context,China’s public diplomacy,on the one hand,carries out the practice of multiple forms of public diplomacy under the pandemic,and strengthens the application of digital public diplomacy;On the other hand,China has actively participated in global anti-pandemic cooperation through foreign aid of anti-pandemic materials,sharing of anti-pandemic experience and providing global public goods,and contributed Chinese solutions and wisdom to global governance,which has made remarkable achievements in the world.The development of China’s global governance and public diplomacy is in a period of strategic opportunities,with the strategic height of public diplomacy constantly enhanced and the practice of global governance constantly deepened.However,there has not been a fundamental reversal of The Westernization of the global governance system.The West dominates the international discourse system through its discourse hegemony,and China’s anti-pandemic measures have been targeted with hostility in the field of public diplomacy.In essence,this is a hidden contradiction in the social system under the soft power competition of major countries.China’s public diplomacy faces both strategic development opportunities and severe challenges.First,the West has the right to speak in the international mainstream,and the public opinion on the pandemic has created a passive situation in China’s public diplomacy practice.Second,China’s public diplomacy is still underdeveloped.Thirdly,cultural differences between China and foreign countries make it difficult for China’s public diplomacy practice to achieve the desired results.In the context of COVID-19,promoting self-innovation and development of China’s public diplomacy,enhancing China’s voice in global governance,and improving the international public opinion environment for China’s participation in global governance are not only the needs of China’s overall diplomatic strategy,but also the historical requirement of China’s public diplomacy development.Therefore,China should promote public diplomacy to show Chinese characteristics,build and improve China’s digital public diplomacy pattern,and further promote the role of public diplomacy in global governance.
