Due to the large population and other complex conditions,China has always been one of the countries with the highest frequency of natural disasters in the world.The natural disasters in China have obvious characteristics,with a wide variety of disasters and high frequency,causing serious losses.For example,the SARS epidemic in 2003,the 8.0-magnitude Wenchuan earthquake in 2008,the blizzard and freezing disaster in the same year in South China,the massive mudslide in Zhoushan in 2010,the massive flood disaster in 2016,and the COVID-19 epidemic in 2020.The occurrence of these natural disasters not only can not be accurately predicted,but also often cause a large number of casualties and damage to urban and rural infrastructure,seriously affecting the economic and social development of our country.However,the post-disaster rescue and reconstruction work is an important measure to reduce casualties among the affected people,reduce economic losses,and show the superiority of the socialist system in China.It is the most important link in the rescue work to continuously provide the basic living materials for the affected people.At present,the occurrence or intensity of all kinds of natural disasters are difficult to predict,so it is difficult to prepare manpower and material resources involved in post-disaster rescue activities in advance.Delivered the existing relief materials to the disaster-stricken areas in a short time is the top priority in post-disaster relief activities and livelihood material guarantee.Therefore,the advantages and disadvantages and applicability of different path planning algorithms were compared and studied in this paper,and Floyd’s path planning algorithm was used and improved to calculate the optimal transportation path of social relief materials.Due to the wide application of Web GIS in China and mature technology,such as Baidu Map,Amap and other third-party technical support,easy to develop,therefore,this paper uses the API of Baidu Map open platform to carry out the Web display of the transportation route of social relief materials.Secondly,this paper studies the determination of catastrophe in different fields at home and abroad,determines the catastrophe classification standard in this study,constructs a social relief materials scheduling model under catastrophe,and simplifies the process of delivering relief materials from all over the country to the disaster-affected people.The whole process is divided into two levels of distribution,and the fairness and timeliness of social relief material dispatcher are added into the whole process.The limited post-disaster relief material support serves more victims as the target,and the genetic algorithm with elite strategy is used to solve the model.Finally,based on the server/client architecture,using Django as the development framework and Python as the development language,a management and scheduling system for social relief materials under catastrophe is designed and developed to provide rapid flow of relief materials information.The system has the following functions: the basic information management of social relief materials under the catastrophe,the material demand management of the disaster areas,the material scheduling management of the rescue command center,the inventory management of relief materials,the comprehensive query module of materials,the form printing module,the user management,etc.The development of this system can provide a relief materials management system with complete functions,clear and reasonable processes,simple interface and easy operation for the first-line disaster relief personnel,and solve the problem of relief materials scheduling and distribution to the maximum extent. |
