| 2021 is the 20 th anniversary of the establishment of the Shanghai Cooperation Organization（hereinafter referred to as the Shanghai Cooperation Organization）.In the past two decades,the Shanghai Cooperation Organization,as one of the rapidly developing regional international organizations in Central Asia,has played an important role in maintaining peace and stability in Central Asia.From the initial "Shanghai Five" to the most populous international organization,the member states of the Shanghai Cooperation Organization have always upheld the "Shanghai Spirit" and are committed to combating terrorists such as terrorism,separatism,and extremism.It effectively contained the arrogance of terrorism.The anti-terrorism mechanism of the Shanghai Cooperation Organization provided a platform for member states to cooperate and negotiate security cooperation in combating terrorism.A series of measures such as conducting anti-terrorism military exercises and training counter-terrorism personnel among member states were effective.This demonstrates the vitality and unity of the anti-terrorism mechanism.The anti-terrorism capabilities of the Shanghai Cooperation Organization ’ s anti-terrorism mechanism have also been continuously enhanced with the addition of new members such as India and Pakistan,and new members will join in the future.Therefore,this article reviews the terrorism issues and issues faced by the Shanghai Cooperation Organization’s anti-terrorism mechanism.Its influence has been sorted out and summarized in Central Asia as well as the formation process and development characteristics of terrorist organizations,and a preliminary understanding of the situation of terrorism in Central Asia has been obtained.Terrorism has had a very negative impact on the social stability,economic development and diplomatic relations of countries in Central Asia.Under this circumstance,the former member states of the "Shanghai Five" reached a consensus on cooperation in the security field,and the anti-terrorism mechanism of the Shanghai Cooperation Organization came into being.This article divides the formation and development of the anti-terrorism mechanism of the Shanghai Cooperation Organization into preliminary preparations and mid-term development.Among them,the early formation is mainly the preparation process of various countries to establish the Shanghai Cooperation Organization and the signing of relevant security cooperation legal documents,and the medium-term formation is mainly the specific operation mechanism of the anti-terrorism mechanism,including the establishment of regional anti-terrorism institutions and judicial cooperation and coordination mechanisms.Holding joint counter-terrorism military exercises,etc.The Shanghai Cooperation Organization’s anti-terrorism mechanism is one of the more successful examples of international security cooperation.After years of development,the Shanghai Cooperation Organization has established a brand-new regional anti-terrorism cooperation model,organically combining the "Shanghai Spirit" with regional anti-terrorism cooperation,which has not only improved Shanghai The security cooperation efficiency of the cooperative organization has also increased the trust among the member states and has strongly promoted the development of the Shanghai Cooperation Organization.The anti-terrorism mechanism of the Shanghai Cooperation Organization has also achieved many results,such as the security of the Beijing Olympics and the reduction of drug crimes.The development of the Shanghai Cooperation Organization ’ s anti-terrorism mechanism is also affected by some internal and external factors.The internal factors are mainly that some states are inconsistent,it will have a great impact on the development of the organization.Member states will also have conflicts and competitions because of their different interests,which will affect the cooperation efficiency and unity of the organization.The external factors affecting the development of the Shanghai Cooperation Organization ’ s counter-terrorism mechanism are mainly the influence of countries and organizations outside the United States and other regions on Central Asian countries.After the "9.11" incident,the United States launched the Afghanistan War and began to encroach on Central Asia.The arrival of the United States is bound to affect the position of the Shanghai Cooperation Organization in Central Asia.In addition to the penetration of the United States,there are some other regional international organizations,such as the Collective Security Treaty Organization,which will have an impact on the anti-terrorism mechanism of the Shanghai Cooperation Organization.The path selection for perfecting the anti-terrorism mechanism of the Shanghai Cooperation Organization proposed at the end of this article also proposes countermeasures for internal and external factors.With the continuous development of globalization,the world is facing major changes unseen in a century.The sudden new crown epidemic in 2020 has also had a huge impact on
