As an important pillar of China’s economic development,state-owned enterprises play a significant role in enhancing comprehensive national strength,ensuring and improving people’s livelihood,and promoting economic development.As the leaders of the core management of state-owned enterprises,their vision,leadership management level and the degree of honesty and dedication largely determine the development vitality and long-term power of a state-owned enterprise,which plays an important role in focusing on the core business,improving the management level and maintaining healthy and high-quality development of state-owned enterprises.Since the 18th National Congress of the Communist Party of China,China has taken the full and strict governance of the party as one of the Four comprehensives’ strategic layouts,especially proposed to strengthen the party building work in state-owned enterprises,vigorously promoted the anti-corruption work in state-owned enterprises as well as the clean governance of state-owned enterprise leaders.In this context,how to effectively supervise and regulate the the operation of power among state-owned enterprise leaders has become an increasingly major topic.At present,there are different ways to supervise the leaders of state-owned enterprises at all levels,mainly based on Party discipline and rules,corporate governance structure,social law and other aspects,placing extra emphasis on party organization supervision,audit supervision,trade union supervision and so forth.Since the implementation of the Supervision Law of the people’s Republic of China,all public officials who exercise public power have been included in the supervision,further improving the supervision system for leaders of state-owned enterprises.However,recent years have still witnessed many typical cases of state-owned enterprise leaders’ violations of disciplines and laws,which have been made public and aroused great concern of the society.Those cases not only include the violations of the central Party leadership’s eight-point decision,but also cases of serious violations of disciplines,suspected violations of the laws that have been transferred to judicial organs for punishment.This phenomenon is both caused by subjective factors such as their infirm personal beliefs,distorted values,and severely misplaced cognition of supervision,and external factors such as the unsmooth management system and the different stages of social development.It also reflects from another side that there are still shortcomings in the current supervision of state-owned enterprise leaders,such as the imperfect supervision institutions and mechanisms,inadequate implementation of supervision system,uncoordinated various supervision regulations,weak power of discipline supervision in enterprises,and not obvious supervision effects.In this regard,the author puts forward five countermeasures and suggestions:strengthening the top-level design,improving the supervision system and mechanism;strengthening the system supply,enhancing the system execution;carrying out internal and external linkage,forming a joint force of supervision;strengthening the construction of discipline inspection and supervision teams in state-owned enterprises,optimizing the supervision concept,innovating the supervision methods;cultivating the incorruptible culture,and enhancing the compliance awareness of enterprises.Among them,in terms of deepening internal supervision,it focuses on refining the current more effective supervision measures,and proposes to build a " seven in one" supervision pattern,that is,strengthening discipline inspection supervision,inspection and supervision,board of supervisors supervision,audit supervision,financial supervision,legal supervision and democratic supervision of employees.Through the construction of this omni-directional and three-dimensional supervision pattern,we can give full play to the role of each supervision subject,understand and grasp the situation through multiple channels,discover various problems in time,realize information sharing and exchange,comprehensively improve the effectiveness of supervision,effectively strengthen the supervision of the leaders of state-owned enterprises,promote their incorruptible and standardized use of power,and constantly promote the high-quality development of state-owned enterprises,so as to provide reference for our society,make greater contributions to the development of the economy.
