| In order to comprehensively strengthen the inner supervision and centralized leadership of the anti-corruption work within the Party in the new era,as well as ameliorating the modernization of national governance system and capacity,and constantly building an efficient and clean government,the reform of discipline inspection and supervision institutions has been steadily promoted.On December 25,2016,the 25th Session of the Standing Committee of the 12th National People’s Congress voted and approved the decision to implement the pilot reform of national supervision system in Beijing,Shanxi and Zhejiang provinces,which will make the relevant departments of the people’s government’s supervision department(bureau),corruption-prevention Bureau and people’s Procuratorate in the pilot areas in charge of corruption and bribery,dereliction of duty and crime prevention;On March 23,2018,the National Supervision Commission was officially established,and the reform of the national supervision system started a new stage of performing duties in accordance with the law and continuously deepening;on March 25,2018,all the supervision committees of 31 provinces,autonomous regions,municipalities directly under the central government and Xinjiang Production and Construction Corps were gradually founded,along with a overall supervision committees covering the national,provincial,municipal and county levels.On this basis,in order to promote the comprehensive development from strict party governance to in-depth development,extend the supervision function to the fundamental level,and complete the reform of township(street)discipline inspection and supervision institutions,at the end of 2018,the township(street)discipline inspection and supervision institutions in O County in H city,led by the commission of O County in H city,further strengthened their organizational construction,established dispatched supervision offices,completed the reform of specific institutions,and further enhanced the construction of discipline inspection and supervision institutions.The paper is combined the actual work of the township(street)discipline inspection with supervision institutions in O County of H City,this paper uses the methods of interview and in-depth observation to study their work,find out the problem,analyze the reason,and put forward the corresponding measures.This paper is divided into six parts,the first part includes the background and significance of the research;reviews of Domestic and Foreign research status;the pattern and methods of the research;the emphases and difficulties of the research.The second part is related concepts and theories,including the Theory of Competing-Value Framework and the related concepts of discipline inspection and supervision.The third part analyzes the current situation of the efficiency of the discipline inspection and supervision institutions in O County of H city.The fourth part is about the two aspects of the efficiency of the discipline inspection and supervision institutions in O County of H city.It analyzes four reasons,including the less satisfactory professional abilities of discipline inspection and supervisory leaders;insufficient support from overall environment;constraints via dual-leader system;failure of current system to achieve rational goals for organization.The fifth part is about effective strategies and proposals to reverse the tendency which have also been presented from four distinct aspects,namely enhancing the construction of whole team of discipline inspection and supervision;establishing a positive interactive relationship with the external working environment;strengthening the independence of institutions in township(street)and perfecting the mechanism to achieve rational goals for organizations.The sixth part is composed of conclusion and prospection. |
