| In recent years,the civil servant recruitment examination in China has become a social problem widely concerned by all sectors of society.However,there are some unsatisfactory aspects in this system which concerns the interests of the country and the society.The research direction of this paper is to improve the civil servant recruitment examination.Civil servant recruitment examination has not only become the main way of government selection in developed countries,but also an important way of government recruitment in China.The recruitment of civil servants is an important link in the selection of talents from government institutions.The quality of the recruitment system determines whether the administrative organs can recruit high-quality talents to a certain extent.An objective,scientific and fair employment system provides the personnel needed by the employing unit,and also improves the administrative efficiency level of the organ unit.The first chapter mainly introduces the research background and research significance,and through the analysis of inductive research in the field of literature at home and abroad to understand the status of design in this paper,the research train of thought,and comparative analysis,literature analysis,questionnaire investigation research method,sums up the different level system of our country civil servants employed to solve the main contradiction.It is the master plan of this paper.The body part consists of four chapters.The second chapter for the study of the basic elements definition and theoretical basis,from the macro perspective,by use of the basic concepts defined:civil servants,civil servants employed,civil service system,civil service exam system of employment,elaborated this article research need to apply the basic theory of the public sector human resources theory,talent assessment theory,the theory of system analysis.This chapter analyzes the basic theory and system of the whole paper.The third chapter is on finishing the questionnaire and on the basis of a large number of data analysis,the system of our country civil servants employed a summary on the current situation and main problems,in view of the problems,provide analysis to explore the status of the problem:the defect of civil servants employed in enter oneself for an examination test,the test problems,in recruitment link exists deficiency,three aspects discusses the reality of civil servants employed examination.The fourth chapter is the summary in Britain,for example in developed countries and Hong Kong and Macao’s civil servants employed examination,for reference of China’s civil service exam,study the developed countries and Hong Kong and Macao civil servants employed advanced examination means,combined with the reality of our country national condition,summarizes the five Suggestions:to employ the test information public,maximum starting form of diversification,civil servants employed qualifications examination of tolerance,multiple examination strictly selection procedure,build position classification system.The fifth chapter puts forward the countermeasures and methods to solve the problem of our country civil service exam existence,from the aspect of civil servants to enter oneself for an examination,examination level,employment level three aspects analysis,put forward the adhere to the "test" for use "use consistent criteria,digestion of choose and employ persons to ban" unreasonable restrictions,effectively control the cost of the civil servants employed,set up the subjects and content of rationalization,set scientific employment laws and regulations of the evaluation methods,strengthen the civil servants employed security,set up a sound democratic supervision mechanism,set up independent recruitment management agencies.In this paper,the novel is to our country civil servants employed examination as the research subject,from the civil servant recruitment examination,examination and acceptance of three level,the analysis of the defects of civil servants employed in the test,at the same time learn from Britain and Hong Kong and Macao region related practical experience,combining learning administrative professional,put forward the feasible solution,and to set up in this paper,the theory viewpoint. |
