The ability and quality level of civil servants directly affect the administrative efficiency of government agencies.The civil servant recruitment examination is the entrance link of civil servant management,and it is very important for selecting excellent civil servants.Examination,as a relatively fairer and scientific survey method,has solved the problems existing in the past subjective talent selection methods to a certain extent,and also provided a way for more talents to develop.The continuous reform and improvement of the civil service recruitment examination system also provides a good basis for the growth of the civil service.However,the reform of civil servant recruitment examination is still facing enormous challenges while achieving certain results.Especially in the current environment of rapid social development and constantly putting forward new requirements for governing ability and civil servant’s working ability,whether we can really select excellent talents and build a civil servant team with excellent ability and quality,the local civil servant examination is still facing constant challenges.Pressure for reform and innovation.Only by analyzing the current situation of civil service examination from different angles can we improve the scientificity of the examination more pertinently and better realize the purpose of talent selection.This study applies the competency standard of civil servants to the civil service recruitment examination.Based on the actual working ability of civil servants,taking the civil service recruitment examination of Shanxi Province as the research object,and based on the investigation and analysis of the competency of civil servants already employed,this paper analyses the problems existing in the current civil service recruitment examination from both qualitative and quantitative aspects.On the one hand,it analyses the outline of civil servant recruitment in Shanxi Province from 2016 to 2018,understands the competency factors of civil servant examination,compares the competency standards of civil servant,and analyses the problems existing in the current written examination and interview ability test;on the other hand,it analyses the relevant factors of the application conditions and the relationship between examination results and job competence,and summarizes the current examination pairs of civil servant in Shanxi Province.The predictive effect of competency.On this basis,combined with the characteristics of civil servants’ competency,the paper puts forward solutions and suggestions,which provide theoretical basis for further optimization and adjustment of civil servants’ recruitment examination in Shanxi Province.According to the above paper design,this paper uses the "Civil Servants’ Actual Work Ability Questionnaire" to investigate 107 Civil Servants in Shanxi Province.The results showed that there were no significant differences in the dimensions of job competence among civil servants of different genders and educational backgrounds(p > 0.5).There were significant differences in administrative competence according to law among civil servants of different ages(p < 0.05).There were significant differences in business acumen among civil servants with different application results(p < 0.05).Civil servants with different interview results had significant differences in political identification ability and learning ability.There were differences in learning ability,communication and coordination ability and emergency response ability(p < 0.01).To a certain extent,it can be concluded that there are some limitations in some requirements of the current civil service recruitment examination in Shanxi Province.The specific problems are as follows: the application conditions do not reflect the competence of civil servants,the test is difficult to fully test the competence of civil servants,and the proportion of potential competence test is low.Therefore,it is necessary to take some targeted improvement measures,which can be improved from the setting of the registration plan,the determination of the registration conditions and the implementation of effective tests.Continuously improve the civil service recruitment examination system to ensure the fairness and scientificity of the civil service examination.
