Research On Emergency Counterpart Support

The prevalence of COVID-19 in the world has brought severe challenges to governments and people all over the world.At the critical stage of anti-COVID-19 in China,the National Health Commission has established a provincial counterpart medical treatment mechanism and arranged 19 provinces to provide counterpart support to 16 cities,states and county-level cities in Hubei Province,which is the key assistance for the effective control of the epidemic in China in the short term.The policy of emergency counterpart support is one of the concrete manifestations of the superiority of the socialist system with Chinese characteristics,which is of great economic and political significance.It has important practical significance and guiding significance for the research of emergency counterpart support in the outbreak of covid-19.Based on a comprehensive review of the development process of counterpart support policy in China,this study firstly uses the method of induction and summary to analyze in detail the mechanism of effective operation of emergency counterpart support policy in theory,mainly including target mechanism,dynamic mechanism,implementation mechanism and constraint mechanism,and makes a comprehensive analysis of the possible effects under the coordinated development of these mechanisms.Then,using the case analysis method,this paper takes the latest and most typical emergency counterpart support event in China-emergency counterpart support to fight against the epidemic of covid-1 9 as an example to illustrate how the above mechanism works in coordination and convergence,and uses the international and domestic epidemic prevention and control data,this paper analyzes the health effect,economic effect,social effect and political effect brought by the emergency counterpart support.While summing up the successful experience of this emergency counterpart support work,this paper also reflects on some shortcomings of some parts,so as to provide useful reference for the improvement of our emergency counterpart support policy in the future.This study believes that the emergency counterpart support in the fight against the epidemic has played a significant role.The problems in the implementation process reflect the imperfect operation mechanism and other problems.Specific policy suggestions are put forward to solve the problems exposed and the emergency counterpart support system should be improved.The research is a useful supplement and enrichment to the theoretical research on the emergency counterpart support problem,which helps to further deepen the social understanding of the connotation,basis,mechanism and effect of the policy,and to improve the pertinence of the future work.
