The reform of the discipline inspection and supervision system is a significant strategic decision of the Communist Party of China(CPC)Central Committee with Comrade Xi Jinping at thecore,which is aimed at strengthening the supervision to the Party and the national power and achievinngachieving the long stability of the country.After the deployment "deepen the reform of the national discipline inspection and supervision system,institute the pilot projects throughout the whole country" was made on the 19th National Congress of the CPC,the reform get faster and better.And the reform of the national discipline inspection and supervision system is instituted fully and deeply.In November 2017,the pilot section and office for deepening the reform of the national discipline inspection and supervision system was established in district L.And the phasic tasks of the reform were finished in August 2018.From November 2018,in order to make the inspection function develop into grass-roots,the disciplinary inspection and supervision offices were established and the inspector were appointed in all towns and streets in district L.However,there are still some problems in grass-roots discipline inspection team’s construction,which affect the effective development of grass-roots discipline inspection work.Focused on the discipline inspection team by analysing the current situation of discipline inspection team’s construction after reform of the discipline inspection and supervision system in district L,this article is to research the measures and effects of discipline inspection team’s construction and sum up the problems in this team,including the insufficient ideological and political construction,bad working style,lack of professionalism,imperfect former structure of team,unsound supervision system and lack of effective incentive system.The major reasons are heavy responsibility and pressure,existing the fear of difficulties and special privilege mentality,lack of scientific and effective profession trainings,insufficient internal supervision system and imperfect guarantee system.Aimed at these problems,there are some suggestions were proposed,including:strengthen ideological and political construction,enhancing the sense of responsibility and practical spirit;strict enforcement of discipline and responsibility;reinforce the learning and training,and improve working ability;strict access and selection system;strengthen the inside and outside supervision,and build an honest and upright team;strengthen the incentive system and improve the assessment mechanism.
