The family planning policy has scored all the remarkable gains since the issuance in 1980s.First,more than 300 million population was cut down due to the control of excessive population growth.It effectively supported the long-term rapid economic development.Second,as the pressure on resources and environment has been effectively alleviated,the people’s living conditions have been improved.In addition to these achievements,a nuclear family with only one child has become popular.When many only children died in various risk events in adult age,their parents became a special group exceeding 1 million.They were called "The Loss of Only Child Family".As the old age population is increasing rapidly,it has become an urgent social problem to remedy the side effect of policies,support those families with the assistance system.In this paper,it focuses on "The Loss of Only Child Family" in Longkou City.It takes the network governance theory and the new public service theory as the theoretical basis.After collecting data by means of interviews and questionnaires,the problems in the assistance system for these families are summarized.Accordingly,it is suggested to build a multi-dimensional assistance system for these families.Thus it may promote social justice and secure basic life standard.At present,the assistance system for "The Loss of Only Child Family" in Longkou City appears to be monopolized by the government.It is single on main body,participating department and the form of assistance.Although this assistance system provided some support to the plight of these families,more families have special demand to be satisfied.For the above problems,it proposes to build a multi-assistance system for these families,and discusses it from the content,operation and verification of the system.
