China has embarked on a new journey to build a great modern socialist country in an all-round way.In the 20 th report,it is clearly proposed for the first time to build a great modern socialist agricultural country.Subject to the influence of urban and rural dual system mechanism,at present our country vast rural areas are facing a lot of youth outflow,the overall economic and social function decline of village hollowing out,the degree of ethnic region for their own development foundation weak hollow deeper,based on this study that should speed up the study of ethnic rural hollowing out phenomenon governance research.In combing hollowing out governance theory and practice into the road,this study with urban and rural integration as a perspective,with D village as the research object,using the questionnaire method and interview method to collect data,in the system summary D village hollowing out status,the causes and the main influence,the study that village backward social and economic development,urban and rural elements accommodation is the key factor of hollowing out.Under the theory of urban-rural integration and multi-center governance,the hollowing out governance of areas mixed with ethnic groups should be based on unimpeded the two-way circulation of urban and rural elements.First to adhere to the system change,break the limitations of urban and rural areas in the land system and social security system,the second village idle resources,the development of characteristic industry and collective economy supplement the hollow village in the industrial development,lay the foundation for link urban resources,finally to build rural talent team,strengthen the ethnic mixed area hollow village governance of human capital.
