The public security organs in the new era are responsible for many important tasks and missions,such as maintaining social security and stability,protecting the interests of themasses,and cracking down on crimes.With the continuous growth of the public security team,It has become a topic worthy of attention that how to evaluate and manage the public security team in a more scientific,standard and normative way,and how to design and implement a more scientific and effective performance evaluation system,which is of great significance to guarantee the normal performance of public security police’s duties,improve the daily work enthusiasm of public security police,and promote the level of public security work in the new era.At present,many western developed countries have established and perfected the scientific police performance evaluation system,but the performance evaluation system of the public security police in China is still in the primary stage of development.The performance evaluation system of the public security police has many problems in the construction of the evaluation framework,the setting of evaluation content,the actual operation of the evaluation,and the feedback of the evaluation results.Only by drawing experience from the evaluation system of western developed countries,correctly facing the problems in the performance evaluation system,and combining with the actual situation of public security work in China.At the same time,with the continuous transformation of the functions of the public security organs in the new era,this requires that the performance evaluation system of the public security organs should adapt to the rapid changes in the social situation,keep pace with the times,and constantly change and innovate.Therefore,the actual publicsecurity work experiencehas important theoretical and practical significance in the research process of the performance evaluation system of the public security organs.In this paper,X District Public Security Bureau Branch is taken as a case.Firstly,the research background and significance of the performance evaluation system of the public security organs,the current situation of the research and development of the performance evaluation system of domestic and foreign police team,and the relevant theories of the performance evaluation of the public security organs were explained,and the scientific and perfect performance evaluation system of the public security organs was analyzed and described,which plays an important role in the growth of the public security team.Secondly,the current performance evaluation of X District Public Security Bureau Branch was analyzed in detail,and the actual problems were pointed out from the perspectives of the current performance evaluation index setting,evaluation objects,and application feedback of the X District Public Security Branch Bureau.The reasons of problems existing in the current performance evaluation were analyzed from the objective and subjective levels.Finally,combined with the actual situation of the public security work of the X District Public Security Bureau Branch,this paper puts forward the corresponding countermeasures and suggestions on how to better optimize and perfect the performance evaluation system of the public security organs From the following five aspects: improving the principles of performance appraisal,refining the framework of performance appraisal,scientifically formulating the objectives of performance appraisal,strengthening the operation supervision of performance appraisal,and paying attention to the application of performance appraisal results. |
