Study On The Problems And Countermeasures Of The Supply Capacity Of Basic Public Services Of The Township Governments In Panshi

In the report of the 19 th National Congress of the Communist Party of China,the "rural revitalization strategy" for agriculture,rural and peasant development was proposed for the first time.The report points out that to improve the level of basic public services in urban and rural areas,it puts forward higher requirements for the improvement of the basic public service capacity of township governments.The basic public service ability of township governments is of great significance to promote the implementation of rural construction policies,stabilize the current achievements in poverty alleviation and ensure the implementation of the "rural revitalization strategy",the supply capacity of the basic public services of the township government is an important aspect of the township residents’ direct feeling of the government’s public service capacity.The Panshi of Jilin Province is one of the five counties under the jurisdiction of Jilin City.The rural population is large,the gap between urban and rural economic development is large,and the rural infrastructure construction is not yet perfect,therefore,it is of great significance for the improvement of the basic public service capacity of Panshi Township governments to choose the basic public service capacity of Panshi Township governments as the research object.Based on the public service supply theory and the new public service theory,this paper analyzes the present situation of the basic public service supply ability of the township governments in Panshi from the macro level by using the method of literature analysis and questionnaire survey,through interviews and questionnaires,we collected data on the satisfaction of grassroots workers,village cadres and rural residents of Panshi Township governments with the current supply capacity of basic public services,using the data,this paper analyzes the problems of rural residents in Panshi in the supply capacity of basic public services to township governments.In the light of the existing problems,this paper analyzes the reasons,and puts forward corresponding countermeasures and suggestions according to the actual situation of the township governments,namely,increasing the input of the township public service resources,increasing the supply of the public service,perfecting the construction of the township government public service system,to improve service quality and allocate public service resources reasonably to achieve a balance of supply,this paper puts forward suggestions on the supply capacity of basic public services of township governments in Panshi.
