A Study On The Operational Mechanism Of Community Services For Persons With Disabilities From The Perspective Of Positive Welfare

Community service is an important part of urban construction,and most of the policies and measures of the party and the government are implemented at the community level.Therefore,if we want to truly realize the fair and just development of disabled persons and share the fruits of social development,we must rely on the important platform of the community.The operation of community services for the disabled is an important process in which the needs of the disabled and the service resources can be effectively connected.Therefore,this paper takes J’s community leasing of rehabilitation aids for the disabled as an example to study the operation mechanism of community services for the disabled through qualitative research.The operation of community services for the disabled mainly includes three links:service provision,needs assessment,service feedback and supervision.Through the research of this paper,it is found that in terms of service provision,there are three types of providers of community services for the disabled—government departments,various An effective cooperation mechanism has not been established between enterprises and the third sector,and there is fragmented cooperation in the operation of the community service system.In terms of needs assessment,the top-down assessment method is adopted,ignoring the real needs of the disabled,and there is a problem that the service is not long-term and precise enough.In terms of service supervision and feedback,the service object,the disabled person,is not placed in the main position of the evaluation,and there is a problem of mere formality.This paper concludes that there are three main reasons for the poor operation of the community service system for the disabled.Design thinking is also negative,treating people with disabilities as passive welfare recipients.Second,in terms of system design,the operation of community services for the disabled relies on the existing administrative management system.In order to obtain resources,the community needs to be assessed by higher-level departments,resulting in unequal status between the main body of the service and the target.The third is that there is no collaborative working mechanism established among the various service entities,forming a situation of division and governance.The above three points have resulted in the poor operation of community services for the disabled.Under the guidance of the idea of positive welfare,this paper proposes to change the previous view of disabled people and disabled people’s welfare,integrate system design,clarify the division of responsibilities of various departments and establish a reasonable multi-party cooperation mechanism to realize the benign operation of disabled community services and improve the construction of disabled community service system.
