| With the development of China’s transportation industry,the problems faced by traffic administrative law enforcement are complicated.Under the circumstances of independent authority and individual administration,road administration and public security traffic are prone to conflicts and differences in law enforcement,resulting in low efficiency of administrative law enforcement.Constructing a law enforcement system for road administration and public security traffic can not only make up for the shortcomings in current law enforcement,but also promote the improvement of the overall function of transportation.It can also provide relevant reference experience and value for the development of linkage law enforcement in other fields.After the implementation of the "Deepening Party and State Institutional Reform Plan",it was found that cross-departmental linkage law enforcement has not been reflected in the reform of this administrative organization;due to the lack of legal basis,some "administrative law enforcement reforms in the Ministry of Communications" have also appeared in the practice.After analyzing the existing problems,the paper analyzes the relevant systems of the United States,Germany,and Japan,and sorts out the legislative experience that China can learn from,and then puts forward the system for the construction of China’s road administration and public security traffic linkage enforcement system design. |
