Public legal services refer to the legal services that are provided under the overall planning of the judicial administrative organs,and are essential for the protection of the basic rights of citizens,the protection of the legitimate rights and interests of the people,the realization of social fairness and justice,and the guarantee of people’s living and working in peace and contentment.They are an important part of public services.As an important part of the government’s public functions,public legal services have played an important role in ensuring and improving people’s wellbeing,and have become the basis,service and guarantee for the comprehensive rule of law in China.With the deepening of China’s comprehensive rule of law practice,the CPC central committee and the state council are attaching more and more importance to the work of building a public legal service system that the people are satisfied with.Since the 18th CPC national congress,the CPC central committee with Comrade Xi Jinping at its core has attached great importance to the development of a public legal service system.General Secretary Xi Jinping made it clear at the central conference on political and legal affairs that we should deepen the development of the public legal service system,speed up the integration of legal service resources such as lawyers,notarization,judicial expertise,arbitration,judicial offices and people’s mediation,and build a legal service network covering all businesses and all time and space as soon as possible.In recent years,Jining has achieved remarkable results in promoting the construction of the public legal service system in accordance with the central government,provincial and municipal deployment requirements.It has planned and implemented the physical construction at the city,county,township and village levels,and,together with the network and hotline,formed the "three major" platforms of public legal service in Jining,covering both urban and rural areas.But at the same time,the progress of the construction work is also faced with many difficulties,which need more in-depth research and exploration.It is the general trend to build a modern public legal service system,but in the actual process of promoting it,it will be troubled by such problems as unbalanced resource allocation and low citizen participation.Based on the actual situation of Jining to promote the public law service system construction,with the new public service theory and based on the theory of service oriented government construction at home and abroad for reference,the mature experience in practice,according to ask questions,analyze and solve problems of logic thinking,promoting the construction of public law service system of Jining has carried on the detailed study.From the paper introduced the practice of Jining public legal services and the overall situation,this paper firstly affirms the Jining to promote the overall situation of the construction of the public law service system and obtained the rule of law propaganda work steadily push forward a complete coverage of basic implementation,service network,the legal aid work in order to promote,good results of the diversified development of people’s mediation work.Then,based on the investigation,it is concluded that there are such problems as unbalanced resource allocation,insufficient funds guarantee,irregular management and operation,as well as fewer legal service personnel and insufficient capacity.On the basis of in-depth analysis of the causes and root causes of the problem,this paper draws on the mature operating experience at home and abroad,and puts forward some Suggestions and countermeasures,such as strengthening and improving the publicity mechanism,improving the top-level design,perfecting the funding guarantee mechanism and establishing the construction mechanism of the public legal service personnel.
