Study On The Problems And Countermeasures Of The Comprehensive Administrative Law Enforcement Reform In Kenli District

The reform of comprehensive administrative law enforcement is an important part of deepening the reform of administrative system in China.It is a part of the "comprehensive deepening reform" proposed by the Third Plenary Session of the 18 th CPC Central Committee and the specific practice of the strategic layout of "comprehensive rule of law" proposed by the Fourth Plenary session of the 18 th CPC Central Committee.With the rapid development of economy and the continuous improvement of urbanization level,urban management and urban law enforcement objects also show the characteristics of diversification and complexity.At the same time,people’s demand for urban management is also increasing.However,due to the single law enforcement methods and irregular law enforcement procedures in the past,problems such as violent law enforcement,repeated law enforcement and blank law enforcement occur frequently in practice.In 2015,the State Council formulated the guiding opinions on the reform of comprehensive administrative law enforcement,guiding the reform of comprehensive administrative law enforcement,and all parts of the country entered the comprehensive pilot stage of the reform.Kenli District,as the pilot area of reform determined by Dongying City,established the comprehensive administrative law enforcement bureau in September 2016 to officially carry out the comprehensive administrative law enforcement reform.Based on the practice of comprehensive administrative law enforcement in Kenli District,guided by the theory of administrative rule of law and the theory of holistic governance,this paper explores the reform process and current situation of comprehensive administrative law enforcement in Kenli District,finds that the reform scope of comprehensive administrative law enforcement in Kenli district is not clear and lacks the basis of law enforcement,and analyzes the lack of specialization behind the reform In order to promote the reform of comprehensive administrative law enforcement in Kenli district to be more standardized and legalized,some countermeasures and suggestions are put forward,such as strengthening legislation and scientifically defining the scope of reform.
