Research On The Civil-military Integration Of The United States Intelligence Information Technology

Since the thriving of the third scientific and technological revolution,the electronic information technology featuring the invention of computers,the development of digital communications and satellite communications has brought forth profound social changes and exerted a far-reaching influence on intelligence.It has not only increased the channels of intelligence acquisition and accelerated the speed of intelligence transmission,but also posed great challenges to the intelligence management and the construction of intelligence agencies.Against this background,the United States,relying on its strong scientific and economic strength,has developed a large number of dual-use information technologies in the field of intelligence under the guidance of the “civil-military integration” strategy.Especially in the 21 st century,facing increasingly serious domestic and foreign security threats,the United States becomes more aware of the importance of integrating and sharing information technologies in intelligence.It hence guides intelligence departments and civil institutions to carry out comprehensive and in-depth cooperation in the fields of communications technologies,network-based installations and artificial intelligence technologies by measures such as establishing management and coordination agencies,improving the legal and regulatory system,and standardizing the market-oriented operation,etc.Now civil-military integration of intelligence information technologies,covering various levels and different elements,enjoys sound momentum of development.And as a result,both the intelligence and economic benefits have been significantly improved.Based on a systematic review of the development of information technology civil-military integration in the field of intelligence of the United States,this paper expounds on the types of institutions,cooperation models,characteristics and development basis of civil-military integration,probes into the deep-rooted causes of interest barriers and weak supervision in the process of development,and scientifically predicts its developing trend.In the end,the paper puts forward some feasible measures to strengthen the information technology civil-military integration in the field of intelligence of China.
