The Human Development Index is an index proposed by the United Nations Development Program to measure the health and longevity of a country or a region,the acquisition of knowledge,and the standard of living.It is the most commonly used tool for measuring human development in a region.Based on the calculation method of the Human Development Index published by UNDP in 2014,this paper calculates the human development report index of China’s provinces and cities from2005 to 2018.According to the calculation results and the Human Development Report published by the United Nations in 2019,a comparative analysis found that China’s human development level is higher than the world average,but there is a certain gap in human development level with the developed countries of the G-7Group.From the perspective of regional distribution,the development of human development in China shows the distribution of high east and low west.At present,the level of human development in China is in a rapid rising stage,which is also an important period to deepen the development of urbanization.In the past few decades,urbanization has promoted the rapid development of human beings.In the future,urbanization will also be an important factor affecting human development.In March 2014,the National New Urbanization Plan(2014-2020)issued by the central government pointed out that China’s urbanization development should adhere to the new urbanization road with Chinese characteristics,and the core of the new urbanization is people.Different from the traditional urbanization,the development of new-type urbanization is no longer dominated by economic development,but includes comprehensive development including population.Unlike traditional urbanization,the development of new-type urbanization is no longer dominated by economic development.It’s the comprehensive development including population,economy,society,ecological environment,and urban-rural coordination.This paper selects 19 indicators from five aspects: population urbanization,economic urbanization,social urbanization,ecological environment urbanization,and urban-rural coordination to construct a new urbanization comprehensive level evaluation system.Through the analysis,it is found that the comprehensive level of new urbanization among regions in China is very unbalanced,which is obviously high in the East and low in the West.The development of new-type urbanization has promoted China’s economic growth and changed the environment on which we live.In this paper,a dynamic panel(GMM)model is used to empirically analyze the comprehensive level of new urbanization and the impact of new urbanization subsystems on human development.The results show that the coefficient of the new-type urbanization comprehensive index is significantly positive,indicating that the improvement of the new-type urbanization comprehensive level can promote human development in China.From all aspects of the new urbanization,each variable coefficient is significant at the level of 1%.In addition to the positive impact of population and economy on human development,social and ecological urbanization also promotes human development.Therefore,urbanization development should improve the urbanization rate of household registration population,strengthen social urbanization,adhere to the green development road,protect the ecological environment,and promote human development.Finally,based on the results of empirical analysis,this article puts forward some suggestions for the development direction of new urbanization in the future.
