Research On Collaborative Governance Of Pastoral Complex

China is a typical agricultural country with a long history of agricultural civilization.The problems of agriculture,rural areas and peasants are one of the important issues in China’s economic development.In 2017,the no.1 document of the CPC Central Committee officially put forward the "Rural Complex" as a new agricultural development model,and the 19 th national congress of the CPC held in October of the same year formally put forward the comprehensive implementation of the rural revitalization strategy.The research on the construction and development of rural complex can better solve the outstanding problems in agriculture,rural areas and farmers,and has important theoretical and practical significance to realize the comprehensive revitalization of rural areas.The construction and development of pastoral complex have the characteristics of integrity and complexity of governance.This article selects rural complex pilot project of the Guangxi Zhuang Autonomous Region,Guangxi Yulin “Colorful Pastoral” as the research object,using literature analysis,field survey method,comparative analysis,under the collaborative governance theory Angle of view of “Colorful Pastoral” complex construction and the development present situation,existing problems and their causes are studied.This study believes that the construction and development of "colorful rural areas" have problems such as low efficiency of government management,insufficient role of social organizations,low participation of farmers,imperfect industrial structure and heavy dependence on government investment.The cause of the problem is that the governance body single,backward management concept and management mode,cooperative governance mechanism is not sound,etc.,to this end,the author based on the relative research results of scholars at home and abroad,on the basis of the theory of collaborative governance,aiming at the problems,"rural" put forward improve the governance ability of multiple governance body,clear the governance body power and responsibility,perfecting the collaborative mechanism between multiple subject of countermeasures.
