Basic education is the foundation of national and social development,without which it is impossible to provide talent output,improve the overall quality of the people and promote social progress.Building a contingent of high-quality teachers is the fundamental guarantee for the people’s satisfaction in education and the foundation for the high-quality development of education in the new era.Teacher training is an indispensable way to improve the comprehensive quality of teachers and to build a contingent of high-quality teachers.After 2018,the state has successively issued relevant opinions on the construction of teacher team and teacher education,with increasing attention paid to teacher training in basic education and the emergence of relevant researches.At the same time,as a quasi-public product of basic education teacher training,the government plays an important role and plays a huge role.Government behavior also changes with the changes of economic and political system,social and cultural environment.Therefore,it is of great significance to study the government behavior in basic education teacher training.As the core city of the Yangtze river delta economic belt,Hangzhou of Zhejiang province leads the country in basic education reform.From "learning in Hangzhou" to "better education",the local government of Hangzhou has been building a balanced and high-quality brand of regional characteristic education,and has achieved certain results and influence in the training of basic education teachers.This paper focuses on Hangzhou,Zhejiang province as the research object,and considers how the government conducts the basic education teacher training in Hangzhou under the current situation,whether there are problems or not,and how to improve the existing problems.In the face of a series of questions,this study,based on the theory of public goods and the theory of government functions,determined five behavioral roles of Hangzhou municipal government behavior in teacher training of basic education: Development planners,policy makers,practitioners,provide a guarantor,the quality control of funds,and using the methods of literature study,investigation study,analysis and research on the current situation of the current government behavior and problems,analyze the deep reason of behavior to reasons,to perfect the government behavior in Hangzhou city basic education teacher training forward thinking path,the government behavior of basic education teacher training for other areas to provide full of significance of reference.
