| The opening of the citizen hotline is an innovative and initiative measures of Xi’an city construction service-oriented government,a one-year plan,is in the stage of discovering problems and constantly improving the construction,may be affected by a variety of factors to interfere with the smooth operation of the hotline platform.With the development of the hotline platform by the government more attention and more and more people’s attention,to ensure the smooth operation of the hotline platform,really for the public to solve the demands and set up Xi’an citizen hotline service brand has become the focus of the next hotline development.In essence,only by constantly improving the platform system,strengthening the training of hotline staff,establishing a mature mechanism,making full use of big data technology to build the hotline platform can be better guaranteed.In order to further explore the causes of the current grass-roots departments in the process of hosting the problems,to find out the solution to the problem,this paper on the Operation of the Xi’an Citizen Hotline Platform and the hotline appeal processing process carried out a systematic study,from the perspective of e-government,government reform and government public service effectiveness to consider the significance of the opening of the public hotline,Taking the experience of the grass-roots departments in Xi’an dealing with 12345 citizen hotline work orders as an example,through thinking about the background,development status,positive role and problems and confusions encountered in the operation of the citizen hotline,introducing case analysis methods,comparative research methods and other methods,combined with the actual cases for comprehensive analysis,Compared with the operation of hotlines in other cities,it provides some reference for other grass-roots departments to deal with such problems,summarizes the need for improvement,and emphasizes that improvements should be made in the system,awareness of the rule of law and operational systems,and finally provide some advice and suggestions for the operation of the future public hotline platform from a grass-roots perspective,to promote the government to continuously improve the ability of governance and service. |
