Since the 19th National Congress of the Communist Party of China,the Party Central Committee has attached great importance to mass work,and has put forward a series of requirements for doing mass work,smoothing public opinion,and serving the people’s livelihood.General Secretary Xi Jinping once said about serving the people when inspecting the"Jiao Yulu People’s Hotline".It is necessary to have practical results,improve the long-term mechanism,and improve the efficiency of work.It is precisely in this environment that the 12345 citizen service hotline has developed rapidly and has become a bridge for the government to receive opinions and suggestions from the people and contact the people.When the government and the citizens encounter obstacles in communication,they can seek positive countermeasures to make the government and the people conduct a good relationship.interactive.This article aims to explore the 12345 citizen service hotline government’s response to existing problems,so as to improve the social governance capacity of Jinan J district,timely resolve the risks in economic and social development,and create a social atmosphere of harmonious development.Based on a detailed review of domestic and foreign literature,this article combines field investigations,comprehensive literature research methods,comparative research methods,in-depth interviews and case research methods and other research methods to analyze and research the citizen service hotline in J District of Jinan City,and propose Solutions.The thesis is divided into seven chapters.The first chapter mainly introduces domestic and foreign research reviews,research ideas and methods,as well as research key difficulties and innovations.The second chapter is the theoretical research part of the citizen service hotline and the government’s response ability.It organically combines the citizen service hotline and the government’s response ability,absorbs the research results of other scholars,and explains the responsibilities of the citizen service hotline from a theoretical perspective.The third chapter introduces the status quo of the hotline platform such as the background,practices,response system and mechanism,response process-level response strategies and results achieved for the citizen service hotline in J District of Jinan City.The fourth chapter analyzes the problems in the government response of the citizen service hotline in J District of Jinan City from the aspects of response quality and efficiency through comparative analysis and case analysis.Chapter 5 analyzes the causes of the problem.The sixth chapter analyzes the advanced experience of the three cities of New York,Ningbo and Shanghai as the research objects.Chapter 7 proposes to strengthen public opinion guidance,formulate minimum response standards,increase classification and classification response and hotline analysis and judgment functions,strengthen supervision and evaluation mechanisms,standardize performance evaluation,and achieve high-quality responses.It proposes to strengthen the government response to the public service hotline in J District of Jinan City.Suggestions.The innovation of the article is to combine the 12345 citizen service hotline with the government response to provide an effective reference for improving the response ability of the J district government of Jinan.It has a certain reality for promoting the management of the 12345 citizen service hotline in Jinan J district and improving the government’s response ability.
