As a city with a high level of aging,Hangzhou has a rapidly aging population and an obvious aging trend.At the same time,the proportion of disabled and semi-disabled elderly continues to increase.In the context of acceleration of urbanization and aging,"support for the elderly" has become an important issue for social development.With the development of China’s elderly care industry,community home care services have shown their unique advantages.Driven by the socio-economic environment,the elderly people have developed higher expectation and diversified demand for early care services.The demand for professionalization of elderly care services has also increased.However,the supply of residential care services for the elderly in the community is still insufficient to meet the rapidly growing demand,both in terms of quantity and quality of the service.I conduct a survey study based on Yuhang District,Hangzhou,aiming to shed light upon the current status of residential care services for the elderly in urban communities in Hangzhou.Using a supply-demand framework,I design a questionnaire about the elder people’s satisfaction with the supply of residential care services.By analyzing the supply of elderly dining tables(food delivery services),housekeeping services,communit y medical stations,on-site visits,outdoor fitness facilities for the elderly,this paper finds that there exists a gap in four aspects,i.e.,the coverage,supply quantity,supply quality,and professional level of service personnel.According to the theory of public products and welfare pluralism,this paper analyzes the main reasons for the problems of community home-based elderly care service: first,the policy propaganda is not in place;second,the relevant system is not perfect;third,the support of community home-based elderly care service funds is not enough;fourth,the participation of social pluralism is not enough;fifth,the application of modern technology is not enough.Finally,this paper puts forward policy suggestions from the demand-supply perspective.First,we need to increase the publicity of service policies;second,we should speed up the construction of related systems;third,we need to increase the support of funds;fourth,we must encourage the participation of social forces;fifth,we should speed up the construction of Internet plus. |
