The Study On The Comprehensive Coordination Mode For The Hangzhou East Railway Hub

Interorganizational coordination is theresult of the division of responsibilities among different organizations,and the coordination among different government departments is the premise of the department-based operation system.Most coordination among different government departments depends on the organizational authority from the top down,and their purpose is to set up a stable and formal cooperation among departments.But on the local level,it’s very common for lower-level department to coordinate the work of higher-level departments,thus it remains a common challenge for the local governments or organizations to do a lot with limited authority.The Hangzhou East Railway Station is a miniature and a typical example of a high-speed train hub in the country.As an organization on a district level,it faces the challenge to coordinate among a wide range of other organizations and has to deal with complicated issues.This article uses the Hangzhou East Railway Station as an example and elaborates on how lower-level departments carry out the coordination as well as the problems they experience and the solutions needed,based on the theory of comprehensive coordination and government assistance It first summarizes its coordination systems,including both the structural and procedural systems.The structural system means setting up interdepartmental coordination organizations,the Party’s Concentric Circle mechanism and state-owned hub companies,etc.The procedural system means improving the evaluation system,setting up local standards,and emergency mechanism.It analyzes the existing problems the station is facing in reality including its lack of authority and resources during coordination which has led to failed attempts in the past.Therefore,I have listed my suggestions about what the lower-level organizations like the Hangzhou East Railway Station should do when they are coordinating among others,which includes improving their mechanisms,raising their levels and administrative authorities,so the lower level organizations can play a big role and a more balanced system can be set up.It can also apply to all the other high speed train hubs in the country.
